On November 15, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 - chaired the 5th meeting of the Steering Committee.
Regarding the budget, about 25,000 billion VND has been added to the budget for the development of science and technology, innovation, and digital transformation in 2025; the National Assembly has approved a Resolution on the central budget allocation plan for 2026, including the science and technology sector.
The Prime Minister said that it is expected to allocate about VND95,000 billion from the budget for this sector in 2026.
The head of the Government requested all ministries, branches and localities to focus on completing the database of their ministries, branches and localities, which must be completed in 2025, with the spirit of "Right - enough - clean - living - unified - shared".
Complete a smooth, modern digital infrastructure, shared, especially at the grassroots level (commune, ward, special zone), including electricity infrastructure and telecommunications infrastructure (wave).
Invested infrastructure cannot be used generally, it is necessary to study and have appropriate handling plans; at the same time, creatively apply legal regulations, immediately invest in new digital infrastructure, promptly and effectively, not allowing corruption, waste or negativity to occur.
Arrange enough human resources for digital transformation, especially at the grassroots level (commune, ward, special zone). Promote the "Digital education movement"; promote the role of community digital technology teams, go to every alley, knock on every door, check every person to promote digital transformation for all people.
Deploy tools to measure, monitor, and evaluate the results of implementing science, technology, innovation, and digital transformation tasks (CPIs) of ministries, branches, and localities in real time.

The Prime Minister requested to urgently develop and promulgate a digital transformation strategy and a data strategy (Ministries and agencies: Agriculture and Environment, Health, Culture, Sports and Tourism, Government Inspectorate to soon issue before November 25, 2025). Piloting the assessment and ranking of database quality in 2025 and officially implementing it from 2026.
To promote the reduction and simplification of administrative procedures, ministries and branches urgently review, amend and unify the online public service restructuring process to reduce the component of documents, avoiding causing inconvenience to people when they have completed the data process.
The Ministry of Public Security studies and builds utilities to support the election of National Assembly deputies and People's Council deputies at all levels on VNeID; speeds up the progress, put into operation and use National Data Center No. 01, expand the scale and calculation infrastructure of the Center, research and propose the construction of National Data Center No. 2.
The Ministry of Home Affairs coordinates with ministries, branches and localities in digitalization tasks when operating two-level local governments.
The Ministry of Construction urgently established a working group to support 6 cities in implementing the development of the Smart Urban Project, to be completed in December 2025, and implemented in 2026.
Coordinate with a number of localities to build and deploy a "Smart Border Gate" model, ensuring connectivity, data sharing, centralized management, quick handling, transparency, safety and convenience for people, vehicles and goods crossing the border, to prevent smuggling and trade fraud.
The State Bank of Vietnam and joint stock commercial banks resolutely and effectively implement the VND500,000 billion credit program in accordance with the focus and key points to support and promote the development of strategic infrastructure and digital technology; review conditions, criteria and control cash flow in line with the target.
