On November 15, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on science and technology development (KHCN), innovation, digital transformation and Project 06, chaired the 5th meeting of the Steering Committee.
In his opening speech, the Prime Minister emphasized the important role of science and technology, innovation and digital transformation, and databases in the development process.
The Prime Minister said that the Politburo has issued 7 important resolutions and is preparing to issue other resolutions on state economy, foreign investment, and cultural development. In particular, Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation is the first resolution issued. Recently, we have achieved many positive results in many aspects of institutions, mechanisms, policies and implementation organization. However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, we still have a lot of work ahead to do.
The Prime Minister requested delegates to focus on assessing what has been done and what has not been done; reviewing assigned tasks; clarifying the results achieved, as well as the shortcomings, difficulties, and obstacles; identifying shortcomings, limitations, weaknesses, obstacles, barriers, and bottlenecks.
Thereby proposing tasks and solutions in the coming time, contributing to promoting rapid and sustainable growth in ministries, localities, agencies and units.
In particular, focus on discussing and analyzing the following contents: Assessing the results of performing tasks in conjunction with evaluating cadres, personalizing responsibilities; building a database; building digital citizens; reforming, cutting, and simplifying administrative procedures, decentralization, and delegation of authority; sharing good experiences, valuable lessons, and creative ways of doing things.
The Prime Minister stated that leadership and direction must be proactive, timely, flexible and effective; ministers and heads of sectors must pay great attention, especially in building databases.
Accelerate the reduction of administrative procedures and reuse of data to reduce the composition of records and documents, creating convenience for people and businesses.

The Prime Minister recalled a specific example he encountered in Thanh Hoa, when a parent had to travel 19km to the headquarters of the People's Committee of a commune to get a birth certificate for a child who was a student, then send it to Hanoi.
The head of the Government said that there have been instructions for people to access the VNeID application, including full data on personal relationships in the family, as well as information on birth date, place of birth... of each person.
Therefore, we must increase guidance and foster knowledge and skills for people, and at the same time, we must boldly cut down on unnecessary tasks and procedures that people still have to do.
At the meeting, the leaders of the Ministry of Science and Technology reported the results of implementing tasks of science and technology development, innovation and national digital transformation.
The leaders of the Ministry of Public Security reported the results of the implementation of Project 06; the leaders of the Ministry of Home Affairs reported the results of administrative reform; as well as key tasks until the end of 2025 in various fields.
