Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 158/CD-TTg dated September 4, 2025 on preparing to organize the inauguration ceremony and start construction of large-scale projects and works, meaning to celebrate the 14th National Congress of the Party.
To summarize the 5-year journey (2021-2025) of implementing the breakthrough strategy for developing synchronous and modern infrastructure, the Government continues to organize inauguration ceremonies, start construction online and simultaneously large projects and works across the country (directly combining online to all works and projects in all localities).
The event will be held on Friday, December 19 to celebrate the 79th anniversary of the National Resistance War (December 19, 1946 - December 19, 2025) and to celebrate the 14th National Congress of the Party for the 2025-2030 term.
To ensure careful, quality and successful preparation for this important event, the Prime Minister requested:
Ministers, Heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and cities urgently direct agencies, units, investors, Project Management Boards, contractors, etc. to focus all resources, make efforts to speed up and make breakthroughs to further speed up the construction progress of projects and works of the industry, agencies, affiliated units and localities in charge.
Call on all cadres, civil servants, and workers of ministries, branches, localities, investors, contractors, consulting units, and workers at the construction site to promote the spirit of "overcoming the sun, overcoming the rain, not losing to storms and winds", working "3 shifts, 4 teams", "eating and sleeping urgently", "working day, night, working extra days off", "working through holidays, holidays, Tet holidays"... to quickly put projects into operation, ensuring quality.
At the same time, for works and projects planned for inauguration and started construction, legal procedures and documents need to be urgently completed to fully meet the prescribed conditions.
Each ministry, branch, locality, Group, Corporation, private enterprise, FDI enterprise strives to have at least 2 projects and works eligible for inauguration or groundbreaking.
Units and localities direct the review of projects and works, synthesize and send information to the Ministry of Construction - Standing agency before November 10 (fully report information on works and projects: name, type, scale, construction allocation, capital (state budget capital, FDI capital, private capital, etc.), total investment capital, accompanying documents confirming eligibility for inauguration, groundbreaking, etc.).
Proactively prepare all material and technical conditions, organize inauguration ceremonies, start construction... works and projects under the management of their agencies according to the general scenario built and organized by the Ministry of Construction, Vietnam Television, to ensure solemnity and economy; proactively arrange funding sources and technical conditions to connect online to all works and projects.
The Minister of Home Affairs directs the chairmanship and coordination with the Ministry of Construction, the Government Office, relevant ministries, branches and localities to urgently guide, review, and promptly reward organizations and individuals with high achievements in emulation movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift and fighting waste"; the peak emulation "500 days and nights of emulation to complete 3,000 km of expressway"; to be completed before December 1, 2025.
