This is the content required by the Government in Resolution No. 303/NQ-CP on solutions to effectively implement 2-level local governance according to the Conclusion of the Politburo and the Secretariat.
In particular, the Government requires the payment of regimes and policies for cadres, civil servants, public employees and workers who retire early according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP no later than October 10, 2025.
The Government also requires ensuring financial resources, human resources and facilities for the restructuring of the apparatus, payment of regimes and policies for subjects who quit their jobs and retire early in accordance with regulations.
These are all cases that have had a decision to resign before August 31, if not completed, the responsibility of the head of the local agency or government must be clarified.
Report the results of payment of regimes and policies to the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels (through the Ministry of Home Affairs and the Ministry of Finance) no later than October 10 for synthesis and reporting to competent authorities.
The Government also clearly states the regime for leaving cadres and civil servants who do not meet the requirements of the tasks, as a basis for recruiting, arranging, training, and fostering cadres and civil servants at the commune level, resolving the situation of surplus and shortage, and ensuring effective use of human resources.
Previously, as of October 5, Minister of Home Affairs Pham Thi Thanh Tra said that the settlement of regimes and policies for cadres, civil servants and public employees who quit their jobs according to Decree 178 and Decree 67 in some places was still slow.
At that time, only 8/34 provinces and cities had been completed, while 26 provinces had not yet been completed. At the central level, 18/27 ministries and branches have completed this task.
This is a task that needs attention and acceleration to ensure the legitimate rights of the team, said the Minister, emphasizing the task of completing the payment of regimes and policies according to Decree 178 and Decree 67, ensuring completion according to the requirements of the Politburo.
Implementing Conclusion No. 195-KL/TW of the Politburo and the Secretariat; Official Dispatch No. 1237/TTg-TCCP dated October 1, 2025 of the Prime Minister on payment of benefits for severance payers, the State Treasury issued Official Dispatch No. 17/CD-KBNN.
Accordingly, the State Treasury Directors of regions are required to direct civil servants at the professional departments, transaction offices, and transaction offices to fully grasp the importance of payment work.
