On October 7, the People's Committee of Thanh Hoa province announced that the Chairman of the Provincial People's Committee had signed a decision approving a total estimate of more than 53 billion VND to pay salaries, allowances and contributions to 893 contract teachers (phase 4) according to Decree 111/2022/ND-CP of the Government.
Accordingly, the beneficiaries are teachers whose labor contracts have been signed by school principals according to the instructions of the Department of Home Affairs in Official Dispatch No. 3130/SNV-CCVC dated June 29, 2025.
The provincial budget will ensure payment of salaries, allowances and contributions according to the regime and basic salary level for the number of months according to the contract in 2025.
For the remaining budget and other arising regimes and policies, the People's Committees of communes and wards are responsible for ensuring payment from the local budget. Employers are responsible for paying the regime and policies according to actual working time.
The Chairman of Thanh Hoa Provincial People's Committee requested the Department of Finance to take full responsibility for accuracy, legality and approval authority. At the same time, People's Committees of communes and wards must proactively use additional funding sources and balance local budgets to pay promptly, in accordance with regulations and to the right beneficiaries.
