Aiming for the satisfaction of people and businesses
One of those efforts is that from January 2 to June 30, 2025, Nghe An province will pilot not accepting paper documents at the Provincial Public Administration Service Center and the One-Stop Department at the district and commune levels under 11 People's Committees in Vinh city, Hoang Mai town, Nghi Loc district... for 65 administrative procedures (TTHC) such as procedures for re-registering birth certificates, procedures for registering marriages, procedures for registering the establishment of private enterprises, granting business licenses for automobile transportation...
When implementing the above 65 pilot administrative procedures, organizations and individuals must submit their documents via online public services on the VNeID application or on the National Public Service Portal at www.dichvucong.gov.vn or the Provincial Administrative Procedures Information System at: https://dichvucong.nghean.gov.vn. When the pilot period ends (June 30, 2025), the Office of the Nghe An Provincial People's Committee will preside over and coordinate with relevant agencies, units and localities to evaluate the implementation results, and at the same time propose solutions to continue implementing the model to ensure convenience and efficiency for organizations and individuals.

Building an attractive investment environment
In 2025, Nghe An Provincial People's Committee will continue to promote administrative reform (AR) with the motto "Determination, timeliness - discipline, exemplary - Taking the satisfaction of people and businesses as a measure of AD".
The People's Committee of Nghe An province sets specific targets for administrative reform in 2025 as follows: The rate of administrative procedure records at all levels being resolved on time must reach 95% or more. 100% of delayed records must be promptly apologized to organizations and individuals according to regulations, with no backlog records. Timely and transparently publicize 100% of the results of handling administrative procedure records of departments, branches, localities and cadres, civil servants and public employees.
The satisfaction level of people and businesses with the settlement of administrative procedures reaches 95% or more. In particular, the satisfaction level of individuals and organizations with the services of state administrative agencies reaches over 90%. The satisfaction level of people with the provision of public health and education services reaches over 85%.
100% of cadres, civil servants and public employees of departments, branches and localities have well implemented the Directives of all levels on strengthening discipline and administrative discipline, with no violations. 100% of agencies and units have established internal inspection teams to check the results of work handling by cadres, civil servants and public employees. Every month, 100% of personal work is reviewed and announced before agency and unit meetings and timely measures are taken to handle slow-processing files and work (if any).

For three consecutive years (2022-2024), Nghe An has been in the top 10 provinces and cities in attracting foreign direct investment (FDI). In 2024, the FDI capital Nghe An attracted reached more than 1.6 billion USD. Currently, economic zones and industrial parks in Nghe An create jobs for more than 40,000 workers with an average income of 8.1 million VND/person/month.
