On March 4, information from Nghe An Provincial People's Committee said that the province has just issued urgent Official Letter No. 1466 to departments, branches and sectors under the Provincial People's Committee; People's Committees of districts, cities, towns and public service units under the Provincial People's Committee on the implementation of a number of contents related to the arrangement of the apparatus of agencies and units.
Accordingly, the Provincial People's Committee requests departments, branches, sectors, district-level People's Committees and public service units under the Provincial People's Committee to focus on directing the drastic implementation of tasks and solutions, ensuring the set progress; urgently completing the organization within agencies and units according to the project approved by competent authorities.
At the same time, immediately implement the responsibility to publicly announce the contents of the provisions of Resolution No. 190/2025 of the National Assembly when there is a decision of the competent authority or person regulating the functions, tasks, powers, organizational structure or regulations related to the changes that must be made public.
Direct, monitor, urge and guide the timely disclosure of information, creating conditions for agencies, organizations, individuals and businesses to easily access.
Carefully study the contents related to the functions, tasks, and powers of your agency after restructuring the apparatus to receive, respond, guide, and answer questions related to the functions, tasks, and powers of your agency when receiving requests and recommendations from individuals and organizations, ensuring the implementation of the principles stipulated in Article 2 of Resolution No. 190/2025.
The process of reorganizing the apparatus and arranging cadres must continue to do well in political and ideological work, policies and regimes for cadres, civil servants, public employees, and workers affected and affected; cadres must be fair-minded and objective in the spirit of "from selecting people", retaining competent cadres, not allowing "gray blood drainage", and not allowing complex internal problems to arise.
Based on the project to reorganize and streamline the apparatus approved by competent authorities, agencies and units shall carry out the process of receiving civil servants and labor contracts according to Decree No. 111/2022 from units implementing the reorganization of the apparatus to new units in accordance with current regulations.
While waiting for specialized management ministries to issue Circulars regulating the functions, tasks, powers, and organizational structure of specialized agencies (after the arrangement); in the immediate future, agencies and units continue to implement according to the regulations approved by the Provincial People's Committee, ensuring compliance with the project and plan for organizational arrangement approved by competent authorities.
For public service units under the Provincial People's Committee, the Provincial People's Committee requested to advise the Department of Home Affairs for appraisal and submit to the Provincial People's Committee for approval of the Project (plot) to reorganize the apparatus according to Conclusion No. 473 dated February 7, 2025 of the Provincial Party Committee; the completion time is no later than March 20, 2025.
