Nghe An - The province sets a basic target of completing site clearance (GPMB) for the North - South high-speed railway project before December 2026.

On August 6, information from Nghe An Provincial People's Committee said that it had just issued plan No. 2445 on site clearance and coordination in implementing the high-speed railway project on the North-South axis through the province. At the same time, the province will also promote the exploitation of land funds in the area adjacent to the railway station to create development resources.

According to the plan, Nghe An strives to complete the procedures to start construction of at least 1 resettlement area before August 19, 2025; basically complete the resettlement areas in October 2026; basically hand over the site to the investor before December 2026 to ensure conditions for starting construction and implementing the project.

The North-South high-speed railway project is a key national infrastructure project, with a total length of 1,541 km, of which the section passing through Nghe An is 85.5 km long.

This project directly affects 38 residential clusters, with about 2,150 households having land within the GPMB scope, of which 1,942 households must be resettled.

To serve the resettlement work, Nghe An plans to invest in about 30 resettlement areas, with a total area of over 102 hectares and a total investment of about 1,450 billion VND.

The plan of Nghe An Provincial People's Committee clearly stipulates the responsibilities and implementation roadmap of departments, branches, sectors and localities to ensure unified and synchronous coordination in implementing the site clearance work for the high-speed railway project through the province.

In which, the Department of Construction is the unit agency, responsible for presiding over and coordinating with relevant units and localities to connect, coordinate and urge the implementation of tasks under the authority of the province throughout the project implementation process.

The Department of Agriculture and Environment is the standing agency for site clearance work, presiding over and guiding localities and related units to implement site clearance work and land review to ensure synchronization, timeliness, and compliance with requirements.

On June 30, 2025, the Standing Committee of Nghe An Provincial Party Committee established the Steering Committee for GPMB of the North-South high-speed railway project through the province, headed by the Provincial Party Committee Secretary; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. The remaining Deputy Heads of the Committee are Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the National Assembly Delegation of Nghe An province and Vice Chairman of the Provincial People's Committee in charge of the transport sector as Deputy Head of the Steering Committee.

In parallel with site clearance, Nghe An also aims to optimize the exploitation of land funds in the vicinity of railway stations to create resources for reinvestment in infrastructure, urban development, and services.

Relevant departments and branches will closely coordinate with the investor of the High-speed Railway Project to both ensure site clearance progress and study planning options, develop urban space associated with modern railway stations in the province according to the urban development model associated with public transport (TOD).
