The Government has just issued Report No. 867/BC-CP to the National Assembly and National Assembly deputies on the results of implementing the National Assembly's resolutions on questioning activities in the field of internal affairs.
One of the important tasks reported by the Government is to review and minimize the reduction of certificates that are not associated with the standards, conditions and requirements of job positions.
Regarding this content, the Prime Minister has directed relevant agencies (O dispatch No. 3845/VPCP-TCCV dated June 10, 2021 of the Government Office), the Government has issued Decree No. 89/2021/ND-CP amending and supplementing a number of articles of Decree No. 101/2017/ND-CP on training and fostering cadres, civil servants and public employees; the Minister of Home Affairs issued Circular No. 02/2021/TT-BNV stipulating codes, professional and technical standards and salary classification for civil servant ranks specializing in administration and civil servants specializing in the field of documentation.
At the same time, competent authorities also issued a document requesting ministries managing civil servant ranks and professional titles of specialized civil servants to urgently develop and issue a circular amending and supplementing regulations on professional standards for civil servant ranks and professional titles of specialized civil servants assigned to management.
In which, it noted the content of the regulations on training certificates according to civil servant rank standards and civil servant professional title standards.
For specialized civil servant ranks, it is proposed to stipulate the certificate of training in knowledge and state management skills for civil servants holding the corresponding rank according to the provisions of Clause 3, Article 17 of Decree No. 101/2017/ND-CP, amended and supplemented in Clause 4, Article 1 of Decree No. 89/2021/ND-CP.
For civil servant professional titles in the same major, it is proposed to stipulate 01 general certificate of training according to the professional title standards of civil servants in the major (not divided by professional title rank as before) or practice certificate (if any) as prescribed in Clause 4, Article 17, Clause 2, Article 26 of Decree No. 101/2017/ND-CP amended and supplemented in Clause 4, Clause 9, Article 1 of Decree No. 8: 8: 8:2021/ND-CP.
With regulations on foreign language and IT proficiency standards, Decree No. 89/2021/ND-CP has eliminated the mandatory requirement for IT and foreign language training certificates in recruitment and promotion exams.
Accordingly, 150 certificates including 61/64 certificates of civil servant promotion and 89/145 certificates of civil servant promotion and professional title standards have been cut.
The specialized management ministries study and regulate foreign language proficiency standards and IT in accordance with the requirements for responsibilities and tasks of the corresponding professional title and title.
According to the Government, the synthesis and review of all types of certificates for civil servants and public employees in the entire system is a large amount of work, requiring carefulness and objectivity in analyzing, evaluating, and making recommendations.
Regarding solutions, proposals and recommendations, the Government will urge specialized management ministries to urgently complete the amendment and supplementation of regulations on standards for civil servant ranks and professional titles of public employees, and amend current regulations in the direction of minimizing administrative procedures in recruitment and promotion.
Not implementing the regulations on professional title promotion exams for civil servants, only keeping regulations on promotion consideration, moving towards studying the removal of professional title regulations, in sync with innovating the salary mechanism according to job position.
