Creating a strategic breakthrough in streamlining the political system
This morning (July 1), at Dien Hong room, National Assembly House, the Politburo organized a national conference to summarize 1 year of operating the overall organizational model of the political system and the 3-level government model.
Reporting at the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Nguyen Duy Ngoc - Head of the Steering Committee for preliminary review clearly stated the outstanding results after 1 year of operating the new model.
In which, the arrangement and consolidation of the organizational structure is carried out urgently, synchronously, and drastically, creating a strategic breakthrough in streamlining the political system, expanding the development space and thoroughly overcoming the cumbersomeness and intermediate levels, fundamentally changing the structure and operating methods in all aspects.
Arranging administrative units from 63 to 34 provincial and city units; from 10,035 to 3,321 commune-level units, ending at 696 district-level units has contributed to establishing appropriate management scale, optimizing resources and creating development.
Along with that, personnel work is carried out synchronously with organizational structure arrangement. The work of consolidating and arranging personnel after mergers at the Central and local levels is carried out methodically, cautiously, with many innovations and creating high consensus.
134 turns of personnel under central management have been arranged and assigned, 1,853 turns of personnel in 23 localities implementing merger have been consolidated, associated with the direction of preparing for Party Congresses at all levels; regimes and policies for redundant cadres have been well resolved.
The work of selecting, arranging, using and appointing, and introducing cadres to run for leadership and management positions at all levels has many innovations and is more synchronized. Especially for the first time, the 100% arrangement of Provincial and City Party Secretaries and Chairmen who are not local people has been completed; Chairman of the Inspection and Examination Committee, Chief Justice of the Court, Chief Procurator of the Provincial People's Procuracy are not local people" - Mr. Nguyen Duy Ngoc said.
Along with streamlining the political system apparatus and cadre regulations, decentralization, planning, appointment, dismissal, and evaluation have been promptly reviewed and completed, ensuring synchronicity, unity and transparency.
The management of staff and building a list of job positions are gradually implemented according to a new model, thereby strengthening the Party's leadership and building a contingent of cadres with sufficient capacity to meet the requirements in the new development stage.
The results of people's satisfaction level reached 83.08%.
One result also mentioned by the Head of the Central Organization Committee is to promote administrative reform and digital transformation throughout the political system, serving the effective operation of the new model. The streamlined apparatus associated with digital transformation has created a breakthrough, realizing the goal of building a government close to the people.

Macroeconomic stability, major balances are ensured. In 2025, the whole country completed and exceeded 15/15 targets, achieving and exceeding 22/26 key socio-economic targets of the entire period 2021 - 2025. National defense, security, order, socio-political stability are maintained, and the material and spiritual life of the people is increasingly improved.
In particular, successfully organizing Party Congresses at all levels and the 14th National Party Congress, the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term, clearly showing the leadership role of the Party, the effective operation of the political system according to the new model.
