On March 10, the Government Office announced that Politburo member and Prime Minister Pham Minh Chinh issued Official Dispatch No. 22/CD-TTg on a number of key tasks and solutions on cutting administrative procedures, improving the business environment, and promoting socio-economic development.
The dispatch requires ministries, agencies and localities to focus on carefully reviewing, cutting and simplifying regulations and administrative procedures related to investment, production, business activities and people's lives, ensuring a reduction of at least 30% of the time for handling administrative procedures and at least 30% of business costs (compliance costs).
Abolish 30% of unnecessary business conditions; carry out procedures related to businesses in the electronic environment, ensuring smoothness, seamlessness, and efficiency.
Strictly implement discipline and administrative discipline, create strong changes in working style and routine; resolutely prevent push-ups and shirking of responsibility.
Timely detect and strictly handle acts of harassment, harassment, corruption, and negativity to strengthen and enhance the confidence of people, businesses, and investors.
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security to effectively implement Resolution No. 44/NQ-CP on visa exemption for citizens of some countries; study and propose to the Government a unilateral plan to exempt temporary entry visas for citizens of some countries in Europe, the Middle East, Latin America, etc.
Classify the subjects and prioritize visa exemption for scientists, successful businessmen, rich subjects, and leading experts in areas that Vietnam has a need for.
The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to develop a Decree to extend the payment period for value added tax (VAT), corporate income tax, personal income tax and land rent in 2025 and a Decree to extend the payment period for special consumption tax for domestically produced and assembled automobiles, and submit it to the Government before March 15, 2025.
Research and propose expanding the subjects of tax reduction and value-added tax reduction to be applied in the last 6 months of 2025 and 2026, report to the Government before March 15.
Complete the draft Private Economic Development Project, report to the Government Party Committee in March 2025 before submitting to the Politburo, ensuring quality and progress as required.
Quickly complete the pilot Resolution dossier to manage activities related to virtual assets and cryptographic assets, and report to the Government Standing Committee before March 13, 2025.
The State Bank of Vietnam shall preside over and coordinate promptly to resolve proposals from foreign banks, especially support for granting licenses to establish branches and convert them into local legal entities of Korean banks in Vietnam, and report to the Prime Minister on the implementation results in March 2025.
Research and propose appropriate solutions to encourage foreign banks to participate more actively and effectively in the process of handling bad debts and restructuring weak credit institutions in Vietnam.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to urgently study and propose to competent authorities to review specific mechanisms and policies on social housing development, allowing foreign enterprises and organizations to buy and rent social housing for workers and laborers.
