The Ministry of Justice is reviewing the draft Decree detailing a number of articles of the Law on Employment on policies to support job creation. The draft Decree assigns the Ministry of Home Affairs to preside over the development.
In the draft Decree, the Ministry of Home Affairs proposes the content and level of support for workers working abroad under contracts.
Education orientation before working abroad under contracts
Training costs are based on actual costs, up to 530,000 VND/person/course;
Food and living expenses during the training period are 50,000 VND/person/day;
The accommodation fee during the training period is 400,000 VND/person/month
Travel expenses for employees from legal residence to training locations according to the following norms: VND 200,000/person/c course for employees residing 15 km or more from training locations; VND 300,000/person/c course for employees residing in areas with particularly difficult socio-economic conditions 10 km or more from training locations.
Support training and fostering to improve vocational skills and foreign languages
Training and fostering costs to improve vocational skills according to actual costs, up to 4 million VND/person/semester;
Foreign language training at a specific level for each course and actual learning time, up to 4 million VND/person/c course;
Food and living expenses during the training period are 50,000 VND/person/day;
The accommodation fee during the training period is 400,000 VND/person/month;
Travel expenses for employees from legal residence to training locations according to the following norms: VND 200,000/person/c course for employees residing 15 km or more from training locations; VND 300,000/person/c course for employees residing in areas with particularly difficult socio-economic conditions 10 km or more from training locations.
Support training to improve vocational skills according to the agreement
Employees participating in training programs to improve skills according to the requirements of the supply contract between Vietnamese enterprises and foreign partners will be supported with a part of the cost of training, improving vocational skills, and foreign language training, the support level is 70% of the training cost of each course of the training institution but not exceeding the support level prescribed in Clause 2 of this Article;
Employees participating in high-level training programs according to agreements between the Government of Vietnam and the host country will be supported with training costs according to agreements between the two Governments.
In addition, the draft Decree also proposes to support other costs for workers working abroad under contracts
