This is the first congress after Luong Son was established, marking a new step in the development of the locality in the process of building a 2-level local government.
Mr. Vo Manh Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Thanh Hoa Provincial Federation of Labor and Mr. Cao Van Cuong - Member of the Provincial Party Committee, Director of the Department of Agriculture and Environment attended and directed the Congress.
For the 2020-2025 term, despite many difficulties and challenges, the Party Committee and government of Luong Son commune have mobilized maximum resources to promote the role of the political system, while mobilizing the consensus and support of the People, thereby achieving comprehensive results in all fields. Average income per capita in 2025 is estimated at 63 million VND/person, 1.64 times higher than in 2020.
The economy has shifted in a positive direction, the face of rural mountainous areas has changed fundamentally in terms of infrastructure, landscape and living environment. The cultural and social fields have many clear changes; national defense and security are maintained. The work of building the Party and the political system has been given attention and focus, gradually improving the leadership capacity and fighting strength of the Party organization, promoting the pioneering role of the Party members.
With the theme "Solidarity - discipline - creativity - development", the 1st Congress of the Luong Son Commune Party Committee, term 2025-2030, has identified 26 key targets. In particular, the key goal is to improve the leadership capacity and fighting strength of the entire Party Committee; promote the tradition of solidarity, dynamism, and creativity; mobilize and effectively use all resources for rapid and sustainable development. The Congress is determined to maintain communes meeting new rural standards, striving to build communes meeting advanced new rural standards.
Speaking at the Congress, Mr. Cao Van Cuong, member of the Provincial Party Committee, Director of the Department of Agriculture and Environment, acknowledged and commended the results that the Party Committee, government and people of Luong Son commune have strived to achieve in the past term.
According to Mr. Cuong, in the coming term, the Commune Party Committee needs to focus on building a truly clean and strong Party organization; innovating leadership methods, creating strong changes in improving the leadership capacity and fighting strength of the Party organization and Party members; focusing on developing new quality Party members, creating sustainable resources for grassroots Party organizations.
Mr. Cuong also suggested that party organizations, authorities, and unions must be closer to the people, closer to the people, with the highest goal of serving the people; considering the people as the center, the driving force for development in accordance with the operational goals of local governments at both levels. At the same time, it is necessary to concretize the Congress Resolution into a practical program, action plan, and outline, selecting key and key tasks to focus on strong leadership and direction, with the spirit of "clear people, clear work, clear responsibilities, clear products, clear deadlines, clear roadmaps".
Immediately after the Congress, the Executive Committee of the Luong Son Commune Party Committee needs to focus on directing socio-economic development, improving the material and spiritual life of the people; maximizing the potential and advantages of land, forestry, and labor to promote rapid and sustainable growth. In particular, Luong Son commune needs to effectively implement the resolutions of the "four pillars" of the Politburo (numbers 57, 59, 66 and 68), considering this an important orientation to innovate traditional growth drivers, while arousing and promoting new growth drivers, striving to complete and exceed annual socio-economic targets.
The Congress also emphasized the task of continuing to improve the quality of education, health care, and health care for the people; preserving and promoting local cultural identity; caring for social security, solving employment; at the same time, paying attention to national defense and security work, building a solid position of people's hearts.
At the Congress, delegates heard the announcement of the Provincial Party Committee's Standing Committee's Decision on appointing the Party Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Luong Son Commune Party Committee for the 2025-2030 term; appointing delegates to attend the 20th Provincial Party Congress; and voting to approve the Congress Resolution.
According to the decision, comrade Nguyen Minh Canh was appointed to hold the position of Secretary of the Party Committee of Luong Son commune, term 2025-2030.
Before being transferred and holding the position of Secretary of the Party Committee of Luong Son commune, Mr. Nguyen Minh Canh was Vice Chairman of the Thanh Hoa Provincial Federation of Labor.
