On May 25, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man worked with the Standing Committee of the Committee for Science, Technology and Environment (KHCNMT) on key tasks for 2026 and the term 2026 - 2031.
The National Assembly Chairwoman said that science, technology (S&T), innovation (I innovation) and digital transformation (CDS) are strategic and extremely important fields for the country's development.
Accordingly, the Committee must continue to innovate thinking in law-making; must have a more strategic vision; the way of doing things must be newer, more creative and proactive; ensuring operation "in the right role, in the right lesson".
Along with the promulgation of policies and laws, implementation supervision is particularly important. The Committee needs to develop a specific supervision program quarterly, monthly, and annually. It is necessary to regularly monitor the situation for timely supervision.
The Committee must comprehensively review all documents in its assigned field, pointing out contradictory, overlapping, outdated, and no longer appropriate regulations to propose immediate amendments, not to prolong them.
The law must clearly stipulate a mechanism to protect scientific cadres with the spirit of daring to think, daring to do, and daring to take responsibility. Regarding proposals on regimes and policies for research experts in the field of S&T, the Committee needs to coordinate with functional agencies to build them specifically" - said the National Assembly Chairwoman.
The National Assembly Chairwoman also requested the Committee to strongly shift from appraising dossiers to appraising policies and strategic advice. Set aside time to assess the impact and carefully study policies.
At the same time, it is proposed that the Committee coordinate with the Government from the beginning. Although the project has not been officially submitted, when knowing that there will be a law, the Committee needs to proactively conduct surveys and research in advance.
The National Assembly Chairwoman emphasized that it is necessary to innovate the way of thinking and doing things; considering the work of the Government as the work of the National Assembly and the work of the National Assembly as the work of the Government.
The ultimate goal is to remove bottlenecks, improve institutions for businesses and people to develop the country, and improve the material and spiritual life of the people.

In 2025, the Committee for Science, Technology and Environment has well implemented the appraisal work, closely coordinated with the Government and government agencies to submit to the National Assembly for approval draft laws and resolutions. This is a pioneering agency, leading in the field of digital transformation, applying artificial intelligence (AI) to law-making and National Assembly programs. The movement "Digital literacy - Digital National Assembly" is also an initiative initiated by the Committee for Science, Technology and Environment and is currently spreading strongly.
