On the afternoon of May 6, the National Assembly discussed in groups 3 draft laws, including: the draft Law on Science, Technology and Innovation; the draft Law amending and supplementing a number of articles of the Law on Product and Commodity Quality; the draft Law on Atomic Energy (amended).
Speaking, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that the Politburo recently issued a Resolution on private economic development; a Resolution on breakthroughs in the development of science, technology, innovation and national digital transformation; a Resolution on law making and enforcement.
The Government will also submit to the National Assembly for consideration and issuance a Resolution to promptly resolve the difficulties and problems of the private economic sector, going a further step, which is to build a law on private economic development.
The National Assembly Chairman agreed with the need to further strengthen preferential and financial support mechanisms. However, the draft law does not have any specific provisions on breakthrough tax incentives and financial support for businesses, especially startups and science and technology businesses in universities.

Specifically analyzing, the National Assembly Chairman pointed out that the investment rate for research and development in Vietnam currently accounts for only about 0.44% of GDP - very low compared to many countries in the region. Japan, Korea, Singapore are very favorites for investment in research and development.
"We need to clearly and strongly regulate tax incentives, such as corporate income tax exemptions and reductions for commercialized products from scientific research.
Establish flexible financial mechanisms such as adventure investment funds or initial capital support for creative startups; simplify procedures for commercializing scientific research results; reduce administrative barriers to encourage technology transfer...", the National Assembly Chairman commented.
Referring to the issue of developing high-quality human resources, the National Assembly Chairman said that it is necessary to supplement preferential policies such as: personal income tax exemption, bonuses for basic research, profit sharing from commercialization of scientific research results; strengthening training from high school to higher education, early career orientation for students; having interdisciplinary training programs...
"Resolution No. 57 of the Politburo clearly states the requirement for developing high-quality human resources. If we want to develop quickly, we must rely on science, technology, and education and training.
A good education will have talented scientists. This is an issue that must be of special concern to meet the requirements of industrialization and modernization of the country," the National Assembly Chairman emphasized.
In the draft law, the National Assembly Chairman also proposed strengthening the link between research and the market. In reality, many scientific studies have not been applied in practice or commercialized, leading to waste of resources.
Therefore, it is necessary to encourage the business ordering mechanism, ensure that the topic is highly practical, linked to market demand; regulate priority for public procurement of products from research and innovation activities, creating motivation for participating businesses.
"These issues are already in the draft Law but need to be more strong," said the National Assembly Chairman.
