The Presidential Office has announced the President's order on a number of laws passed by the National Assembly at the 10th Session, including the Law Amending and Supplementing a Number of Articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.
This Law consists of 4 articles, including: Article 1 amending and supplementing a number of articles of the Law on Citizen Reception; Article 2 amending and supplementing a number of articles of the Law on Complaints; Article 3 amending and supplementing a number of articles of the Law on Denunciations; Article 4 stipulating the effectiveness of the law.
According to Deputy Inspector General of the Government Le Tien Dat, the Law Amending and Supplementing a Number of Articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations have many important new regulations.
In which, the highlights are: supplementing regulations on online citizen reception; temporary suspension, suspension of complaint resolution; withdrawing part of the content of complaints.
The law has allowed continued resolution when the complainant does not attend the dialogue; and at the same time supplemented the principle of determining the authority to resolve denunciations in cases not yet regulated by law.
The responsibility of the Chairman of the People's Committee at the commune and provincial levels and of state management agencies not to organize inspections in citizen reception and settlement of complaints and denunciations is also more clearly stipulated in the law.

Another new content, the law has supplemented regulations on the Prime Minister's authorization to the Government Inspector General in resolving denunciations; perfecting the mechanism for monitoring and urging the implementation of denunciation content conclusions; regulations on termination of protection when the protected person intentionally fails to perform the prescribed obligations.
Along with supplementing new regulations, the law has amended and completed current regulations.
Accordingly, the law has amended and improved regulations on subjects exercising the right to complain and many regulations to clarify the authority and responsibility of subjects related to citizen reception and complaint and denunciation settlement.
The amended regulations ensure consistency with the Law on Organization of Local Government and related laws.
The Law also omits a number of articles, clauses, and points of the Law on Citizen Reception, the Law on Complaints and the Law on Denunciations to be consistent with the organizational structure arrangement, the implementation of the 2-level local government model and the streamlining of the inspection agency system.
The Law Amending and Supplementing a Number of Articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations takes effect from July 1, 2026.
