Deputy Prime Minister Ho Quoc Dung has just signed Decision No. 2836/QD-TTg approving Vietnam's National Action Program on Registration and Statistics of Civil Status for the period 2026-2030 (Program) with the general objective that all civil status events are registered and managed on the electronic environment.
The goal of the program is to ensure that all citizens can establish personal electronic civil status records, be issued valid civil status papers (electronic copies, paper copies), especially birth certificates with complete and unified content, in accordance with international practices.
Promote communication, enhance awareness, promote changes in behavior, level of support, exploitation, and use of society for papers, electronic data, online registration, use of personal identification numbers, and the national electronic identification application - VNeID.
Civil status registration data is fully, accurately, and promptly statistically and summarized, with basic statistical indicators according to international practices and publicly and transparently announced, meeting state management requirements, ensuring the right of organizations and individuals to access information in accordance with legal regulations.
Civil status data is statistically recorded in a timely and complete manner; death cause statistics are improved in quality; strengthening the reliability, transparency, and effectiveness of civil status statistics, ensuring data "correct - sufficient - clean - living - unified - shared", connecting, sharing, and exploiting data effectively...
Regarding birth registration, striving to 2030, the rate of timely birth registration for children (timely criteria according to Vietnamese civil status law) will reach 98.5%. The rate of birth registration for children born within 1 year from birth (statistic criteria according to international practice) will reach 99%.
Create an electronic birth certificate for all Vietnamese citizens who registered for birth from January 1, 2016 or earlier and are still alive at the time of creation (phase 2 retrospective creation); ensure that 100% of Vietnamese citizens (surviving) have a valid birth certificate.
Regarding death registration, by 2030, strive for a timely death registration rate (statistic criteria according to Vietnamese civil status law) of 90%.
The rate of death registration within 1 year from the date of death (statistic criteria according to international practice) reaches 95%. The rate of timely death registration for cases of death at medical facilities and death certificates issued reaches 100%.
Regarding updating the status of marriage when there are changes due to divorce or annulment of marriage, by 2030, data on divorce cases according to the court's effective judgment/decision will be synchronized immediately (in real time) from the database of the Supreme People's Court to the electronic civil status database, which will be recorded in the civil status book by the civil registration agency.
Review, compare, and update information on divorce cases from December 31, 2025 and earlier and eligible to be synchronized from the Court's database to the electronic civil status database, reaching 95%.
