On November 21, the Government Inspectorate issued Notice No. 2898/TB-TTCP, announcing the Inspection Conclusion of projects with difficulties and problems in Ninh Binh province.
In the conclusion notice, regarding the Component project for building infrastructure for Bai Dinh pagoda mountain area, the Government Inspectorate said that the investment in construction and upgrading of infrastructure for Bai Dinh pagoda mountain area has realized the local policy and tourism development strategy for Vietnam in the period 1995 - 2010.

The investment in building and upgrading the infrastructure of Bai Dinh pagoda mountain area is part of the overall and gradually completing Trang An tourist area, contributing to the formation of a complete and attractive tourist route and destination, enhancing the province's position on the national tourism map; at the same time creating favorable conditions to attract tourists, thereby promoting commercial and service activities, creating jobs and increasing budget revenue.
The Bai Dinh Pagoda Mountain Area Project has brought certain benefits to the locality. Some main construction items of the project have been completed and put into operation, the number of tourists to Trang An eco-tourism area in general and especially the number of visitors to Bai Dinh Pagoda and its worship has increased many times.
However, the Government Inspectorate said that there are still many limitations and shortcomings in the project implementation process, such as project planning not ensuring inheritance between detailed planning and master planning, not in accordance with the principles of planning and adjusting; land recovery not in accordance with the approved Planning and land use plan; not submitting to the Ministry of specialized management for appraisal of the basic design when approving the Project, not re- appraising the basic design when approving the Project adjustment;
Not assessing environmental impact; supplementing and adjusting the content and scale of investment to increase land use area, increase total investment but not re-evaluating the basic design and approving project adjustments according to regulations;
The decision to invest using central budget capital without clearly defining the expected capital allocation in accordance with the content of the Project, leading to a lack of capital and a prolonged implementation of the project.
Currently, the project is still facing many difficulties, problems in planning, capital sources, site clearance... and cannot be completed on time despite being extended many times.
The Government Inspectorate said that the responsibility for limitations, shortcomings, and violations in the project belongs primarily to relevant collectives and individuals in approving, managing, and organizing the implementation of the project, including the Provincial People's Committee, leaders of the Provincial People's Committee, advisory departments, relevant units, and individuals, and Investors through the periods, and needs to be reviewed and clarified to take remedial measures, reviewed, and responsibilities handled in accordance with regulations.
