Environmental protection is a very important and urgent issue today, related to preserving and improving natural factors around us such as air, water, soil, sinhrates and climate.
The monitoring delegation on the topic "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" had a working session with the Ministry of Construction.
At the meeting, Vice Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi said that the funding source for environmental protection is still low compared to the assigned tasks; the staff working in environmental management is still lacking and weak.
Regarding polluting vehicles, the Supervisory Delegation proposed that the Ministry of Construction supplement a specific assessment of the results of inspection of emissions of cars and specialized motorbikes in 2023 - 2024, clarifying the difficulties in implementing the mandatory inspection roadmap.
At the same time, it is required to report additional data and specific analysis on waste and dredged material management in the transport sector.
In particular, up to now, the Ministry of Construction has not yet issued a plan to implement a roadmap to eliminate vehicles using fossil fuels according to the Law on Environmental Protection. The monitoring delegation requested the Ministry to urgently clarify the cause and have a specific plan to submit to the competent authority.
According to Deputy Minister of Construction Nguyen Van Sinh, the Law on Environmental Protection 2020 and related Decrees assigned the Ministry of Transport and the Ministry of Construction (before the merger) to guide 5 contents on the field of transportation and 4 contents on the field of construction.
Up to now, these contents have been completed, promptly meeting management requirements, in accordance with actual conditions, contributing to improving the quality of environmental work in the transport and construction sector.
The Deputy Minister of Construction proposed that the National Assembly review and amend the Law on Environmental Protection to suit the new organizational structure of the Government and localities after streamlining and merging some administrative boundaries.
In addition, strongly decentralize local autonomy in handling administrative procedures on environmental protection; have preferential mechanisms, encourage organizations to participate in environmental protection activities;
Reducing the detailed environmental protection regulations in the law and transferring them to the guiding documents assigned to the Government for regulation.

Chairman of the Committee for Science, Technology and Environment Le Quang Huy suggested that the Ministry of Construction review, supplement, clarify, and improve information, data, assess environmental protection work and specific recommendations that National Assembly deputies are interested in;
Update data on waste management, pollution control, emission inspection, greenhouse gas inventory, results of handling existing problems according to inspection and audit conclusions; causes and responsibilities of the Ministry and relevant agencies...
Chairman of the Committee for Science, Technology and Environment Le Quang Huy also requested the leaders of the Ministry of Construction to direct the completion and send an additional report to the Supervisory Delegation before August 2, 2025.
In particular, it is necessary to clearly and specifically demonstrate recommendations on environmental protection mechanisms and policies with specific articles, clauses and points that need to be reviewed, amended and supplemented to remove difficulties and obstacles.
