This morning (July 29), the National Conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Party Central Committee took place in direct and online form.
At the conference, General Luong Tam Quang - Member of the Politburo, Minister of Public Security presented the thematic report "Resolution on the National Security Strategy and Resolution on building a disciplined, safe, civilized, harmonious, and developed society".
As a country with an important geostrategic position in the region, with abundant resources and minerals, a convergence of political and economic interests of world powers, with increasingly high international position, Vietnam has become the "center of gravity" in major power competition. Going hand in hand with opportunities and advantages, security pressure from outside, from new spaces and fields is increasing, instability is approaching Vietnam's security belt; risks in key areas are increasingly complex and diverse.
National security and national security protection in the new era must not only protect and ensure the highest national and ethnic interests, identify, push back, and effectively handle all risks and challenges from all fields and spaces, early and far, but must create development, create a foundation for the success of rapid and sustainable development, improve all aspects of people's lives, and successfully implement the Resolution of the 14th Party Congress and the Party's strategic policies.
The National Security Strategy Resolution, in addition to identifying 6 guiding viewpoints, also identifies a number of new viewpoints, which are the concretization of the Party's new thinking and awareness of national security, protecting national security stated in the Document of the 14th Party Congress. In which, it is mentioned that maintaining national security is a prerequisite for peace, stability, rapid and sustainable development and improving all aspects of people's lives.
Regarding goals, tasks and solutions, the National Security Strategy Resolution, in addition to continuing to identify unchanged goals, also simultaneously identifies 7 specific goals to be achieved in the context of the emergence of many unprecedented challenges and requirements for security protection at a new and higher level.
In which, by 2030, complete modern national governance reform, putting people at the center. By 2045, comprehensively develop the capacity of the national security system.
The Resolution on building a disciplined, safe, civilized, harmonious, and developed society identifies general goals. Among them, there is the goal of building a disciplined, safe, civilized, harmonious, and developed Vietnamese society; Law, discipline and social norms are respected, protected, and strictly implemented; human security is comprehensively ensured.
Determining the goal by 2030 to "fundamentally establish a foundation of a disciplined, safe, civilized, harmonious, and developed society" with 6 specific targets. In which, striving to annually reduce the number of crimes against social order by 10%, by 2030 reaching at least 50% of commune-level areas and 20% of provincial-level areas without drugs.
Complete the construction of a digital government; Vietnam belongs to the group of 3 leading ASEAN countries and 50 leading countries in the world in e-government and digital government and the group of 15 leading countries in the world in the Global Cyber Security Index. The index of people's satisfaction with the service of state administrative agencies (SIPAS) reaches an average value of over 88% nationwide;
At least 85% of people of school age complete high school and equivalent levels; 100% of people have annual health check-ups, aiming to basically exempt all people from hospital fees; general unemployment rate below 3%; 90% of grassroots cultural institutions operate regularly and effectively;
The Human Development Index (HDI) reaches about 0.8; average life expectancy from birth reaches about 75.5 years, of which healthy life expectancy reaches at least 68 years. Income gap index below 0.38; Strive to be in the group of 40 countries with the highest happiness index.
