On January 13, at the Government Headquarters, Politburo Member, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for Housing Policy and Real Estate Market chaired the 5th Meeting of the Steering Committee.
Speaking at the opening ceremony, the Prime Minister emphasized that the right to housing is a basic right of citizens, in which housing is an essential need of every citizen.
Housing development is an important pillar of social security policies, and also a driving force to promote growth and stabilize the labor market, and sustainable socio-economic development.
In 2025, more than 102,000 social housing units (NOXH) were completed, aiming to complete 1 million NOXH units soon by 2028.
According to the Prime Minister, the current housing demand is not only limited to ownership, but is also shifting strongly to renting or buying to stabilize housing for a long time, suitable for affordability, job characteristics and labor migration process.
Therefore, social housing policies also need to be adjusted in the direction of restructuring people's housing in a sustainable direction, gradually reducing the mindset of chasing quantity, ensuring that everyone has the opportunity to access safe housing, suitable to their conditions and needs.
At the same time, identifying the development of social housing for lease as an important task, fundamental and long-term, not doing it according to the trend, not doing it fragmentedly.
The Head of Government requested delegates to focus on assessing the implementation of tasks assigned at previous meetings, especially the housing situation and the real estate market; the credit situation for the real estate sector.
Proposing targets for social housing for rent in 2026 and the following years, especially provinces and cities with large urban areas, industrial parks, and labor-intensive areas.
Unify solutions for organizing implementation in the coming time, especially promoting administrative procedure reform, cutting unnecessary intermediaries; putting social housing projects, especially social housing for lease, into the "green channel", "priority channel" when carrying out procedures.

According to the Ministry of Construction - the standing agency of the Steering Committee, in the past time, especially in 2025, housing policies and the real estate market continued to be concerned and completed.
The Prime Minister issued 1 decision, the Minister of Construction issued 1 circular; and at the same time issued guidelines on determining the subjects, conditions, and criteria for preferential loans to develop social housing, housing for the armed people, and worker dormitories in industrial parks, renovating and rebuilding apartments.
Implementing the direction of the Prime Minister, ministries and sectors are also urgently proposing the establishment of a "Real Estate and Land Use Rights Transaction Center" established by the State; are completing the Decree amending and supplementing a number of articles of decrees in the field of housing and real estate business.
Ministries and sectors coordinate with localities to review and promote the establishment of the National Housing Fund; review and abolish procedures for registering contracts according to forms and general transaction conditions for the purchase and sale of apartments, causing barriers and difficulties for businesses.
Review and clarify housing rental needs, and at the same time propose targets for housing development for rent in 2026 and the following years in the 2027-2030 period.
