This is one of the contents of Directive No. 18/CT-TTg dated May 8, 2026 of the Prime Minister on improving the quality of local government officials and civil servants at the commune level, meeting the requirements of the new situation.
The Prime Minister directs ministries, branches, and localities to focus and urgently implement the following tasks:
Urgently direct the development of plans and solutions to improve the quality of local government officials and civil servants at the commune level in accordance with the specific characteristics of the area, region, region, and region, meeting the requirements of flexibility in organizing the performance of official duties, to be completed in May 2026.
Review and comprehensively assess the quality, qualifications, and capacity of the contingent of local government officials and civil servants at the commune level; complete standards and criteria according to job position requirements specified in the Politburo's documents on personnel work, the Law on Cadres and Civil Servants, the Government's Decrees and the guidance of the Central Organization Committee, to be completed in June 2026.
Advising the Party Committee at the same level to arrange and arrange cadres and civil servants of the local government at the commune level to ensure "the right people, the right job, at the right time, in the right area" and promote practical capacity, strengths and work experience.
Thoroughly assign and mobilize deputy-level leaders and managers who are exceeding the regulations of agencies and units under the province, city party committees, and provincial-level People's Committees to the commune level.
Prioritize arranging cadres and civil servants with bravery, ability to withstand pressure and experience in handling situations in complex areas, large volumes of work, especially areas that require capacity and in-depth professional qualifications, such as land, construction, ethnicity, religion, complaints, denunciations...
Resolutely prevent the situation of assigning cadres and civil servants that are not suitable for their capacity and strengths, and complete it in the third quarter of 2026.
Organize the implementation of evaluating the quality of task performance of local government officials and civil servants at commune level based on progress, quality of work handling, coordination capacity, spirit of responsibility, service attitude and satisfaction of people and businesses.
Implementing staff streamlining for people with weak capacity, lack of responsibility, and failure to meet task requirements (implemented regularly).
Implement recruitment to supplement human resources for agencies and units in the local government at the commune level, prioritizing people with talent and work experience to immediately meet job requirements (implemented regularly).
Develop a plan and organize training, fostering, and training for local government officials and civil servants at the commune level according to job position requirements, associated with the reality of the area.
Improve administrative discipline and order, public service ethics and accountability of local government officials and civil servants at commune level; tighten labor discipline, strictly implement the process of handling dossiers and deadlines for returning results on the electronic environment; prevent manifestations of bureaucracy, arrogance, authoritarianism, and delays in resolving work of people and businesses (implemented regularly).
