The Ministry received a petition from voters in Dong Thap province transferred by the National Committee for Petitions and Supervision.
Voters proposed to continue to study and provide specific guidance on decentralization, completion of delegation of power and mechanisms for performing tasks at the commune level; and at the same time advise the Government on regulations on regimes and policies for cadres, civil servants and non-specialized cadres after arranging the administrative apparatus.
Responding to the above content, the Ministry of Interior said: Implementing Official Dispatch No. 137 dated September 28, 2025 and Official Dispatch No. 174 dated December 2, 2025 of the Steering Committee for arranging administrative units at all levels and building a 2-level local government organization model of the Government; based on reports from localities, the Ministry of Interior has reported to the Prime Minister on the opinions of localities on the feasibility assessment of tasks that have been decentralized and delegated from the Central Government to local authorities for implementation and proposed to the Prime Minister solutions to improve the law, guide and adjust the content to ensure that decentralization and delegation are implemented synchronously, effectively, and smoothly.
In the coming time, ministries and sectors will continue to issue guidelines and adjust contents related to decentralization and delegation of authority within the scope of management to meet the requirements of implementing the 2-level local government model in the current period.
Regarding the regime and policies for cadres, civil servants, public employees and non-specialized cadres after arranging the organizational structure, the Ministry of Internal Affairs has issued Circular No. 24/2025 dated December 24, 2025 amending and supplementing Circular No. 09/2005 dated January 5, 2005 of the Minister of Internal Affairs guiding the implementation of the special allowance regime for cadres, civil servants, public employees and armed forces and Circular No. 23/2025 dated December 24, 2025 amending and supplementing a number of contents of Joint Circular No. 11/2005 dated January 5, 2005 of the Minister of Internal Affairs, the Minister of Labor, Invalids and Social Affairs, the Minister of Finance and the Minister, Chairman of the People's Committee on guiding the implementation of the regional allowance regime;
At the same time, the Ministry of Home Affairs is submitting to the Government for consideration and promulgation a Decree amending Decree No. 204/2004 dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces.
In addition, implementing Decision No. 1589 dated July 24, 2025 of the Prime Minister promulgating the Plan to implement the Law on Organization of Local Government No. 72/2025, the Ministry of Public Security is presiding over and coordinating with ministries, branches, and localities to study and develop a draft Decree of the Government on the organization of activities of villages and residential groups and a number of regimes and policies for non-specialized personnel in accordance with the organization of the 2-level local government model, and report to competent authorities for consideration and decision.
