“Greening” the flow of positive information about human rights enforcement in Vietnam

The Ministry of Foreign Affairs is constantly innovating content and diversifying methods of "greening" positive information flows about the situation of human rights implementation in Vietnam.

In his speech to central and local leaders about the New Era at the Ho Chi Minh National Academy of Politics (November 25, 2024), General Secretary To Lam said that the country's foundation, potential, position and international prestige continue to rise; Vietnam is increasingly integrating deeply into the international community, actively contributing to maintaining peace and stability in the region and the world. Under the leadership of the Communist Party of Vietnam, the country will enter a new era, an era of development, prosperity and strength, successfully building a socialist Vietnam with a rich people, a strong country, and a fair, democratic and civilized society.

In that context, hostile forces at home and abroad are increasingly using the "democracy - human rights" tactic to impose, pressure, and interfere in the internal affairs of developing countries, including Vietnam, with more sophisticated tricks, arguments, and methods.

As the agency assigned to carry out foreign information work and one of the key agencies in implementing the fight against and refuting the false arguments of hostile forces, the Ministry of Foreign Affairs always closely connects, synchronously deploys, and focuses on foreign information with domestic information; constantly innovates content, and diversifies methods of "greening" positive information flows about the situation of human rights implementation in Vietnam.

First of all, seriously grasp the Party and State's policies; build and perfect institutions and policies in foreign information and propaganda work, fight against distorted and erroneous arguments of hostile forces in the new situation, especially in sensitive areas such as democracy, human rights, national and religious freedom.

Second, proactively grasp public opinion, orient and coordinate the flow of information, provide domestic and foreign press with thousands of news in diverse and rich forms on topics of public interest regarding democracy and human rights, in which Vietnam's achievements in democracy and human rights are highlighted, and refute false arguments and slander against Vietnam.

Third, focus on speaking out, focusing on the work of fighting and refuting. At the press conference to announce the national report under the 4th cycle universal periodic review (UPR) mechanism of the United Nations Human Rights Council in April 2024, Deputy Minister of Foreign Affairs Do Hung Viet answered questions from the press, frankly fighting and refuting the unverified and unobjective contents in the Report of United Nations agencies and relevant parties on Vietnam under the 4th cycle UPR mechanism.

According to Deputy Minister Do Hung Viet, currently, along with the country's great achievements, communication on human rights and foreign information has been strongly implemented. However, foreign information work on human rights is facing many problems, which need to be frankly acknowledged and jointly found solutions such as: Only focusing on the work of fighting and refuting; not really doing a good job of spreading information to politicians and citizens of countries, Vietnamese communities abroad; information work on issues related to human rights is still slow, passive in the face of information from foreign press, social networks and objective impacts from the international and regional situation.

Deputy Minister Do Hung Viet pointed out that there needs to be “new ways of doing things”, both creative and sensitive to foreign affairs, and regular and unceasing so that the world can better understand Vietnam. The Deputy Minister also emphasized the need to strengthen cooperation with international organizations and foreign press in the field of foreign communications to fight for and protect human rights in Vietnam, thereby promoting the national image, raising international awareness of the human rights situation in Vietnam and building an environment of fair dialogue in international forums.
