According to Minister of Home Affairs Pham Thi Thanh Tra, following the direction of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, after the arrangement and merger, the Government's apparatus will be reduced by 5 ministries and 4 government agencies. The Government's apparatus will be streamlined from 30 to 21 focal points (reduced by 9 focal points), including: 13 ministries, 4 ministerial-level agencies and 4 government agencies.
“These ministries and agencies are still implementing the arrangement and streamlining of their internal apparatus. The proposal to maintain the above ministries and ministerial-level agencies is necessary, ensuring stability, inheritance and conformity with current practical requirements,” said Minister Pham Thi Thanh Tra.
After streamlining the focal points and adjusting the functions and state management tasks of ministries and ministerial-level agencies, the current overlapping problems will basically be overcome.
Speaking with Lao Dong, Mr. Tran Anh Tuan - Chairman of the Vietnam Association of Administrative Science, former Deputy Minister of Home Affairs - said: Streamlining the apparatus this time as General Secretary To Lam said is a revolution, to achieve efficiency, it must be done thoroughly and completely.

Mr. Tran Anh Tuan commented that this is a sensitive, difficult and complicated issue. The most difficult thing at present in streamlining the apparatus is to innovate thinking and unify ideology and awareness; it is courage, daring to surpass oneself, giving up personal interests for the common interests of the country and the people.
"If we are impartial, objective, fair and know how to sacrifice, we can do this. But if we only think about personal interests, group interests, and local interests in everything, we will fall into a "half-hearted" rut and the results will not be as expected.

According to Mr. Tuan, streamlining the apparatus must be done with thorough research. We “run and line up at the same time” but that does not mean doing it hastily, without caution or carefulness. In particular, we must avoid “merging and then separating, separating and then merging” due to lack of scientific reasoning and following emotions.
The Central Steering Committee for the Summary of Resolution 18 has just sent an official dispatch to relevant agencies regarding the implementation of the Summary of Resolution 18.
