On the morning of June 30, in Ninh Binh, Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee presented the Prime Minister's Decision to appoint Mr. Pham Quang Ngoc to hold the position of Chairman of the Ninh Binh Provincial People's Committee (new).
Mr. Pham Quang Ngoc was born on January 20, 1973, hometown in Khanh Hai commune, Yen Khanh district, Ninh Binh province; joined the Party on June 24, 2002; has a high level of political theory, with a PhD in Animal Husbandry, Master of Environmental Sciences, Bachelor of Biology.
Mr. Ngoc grew up in the environmental sector, and was a specialist of the Department of Environmental Management - Department of Science, Technology and Environment of Ninh Binh province (from January 1997 to 1,2003), and was also Secretary of the agency's Youth Union for the period 2001 - 2003. In February 2003, he was appointed Deputy Head of the Management Department, and in November 2003 was Deputy Head of the Environment Department of the same department.
From June 2008 to August 2009, he held the position of Deputy Head of the Department of Environmental Protection, concurrently Director of the Center for Environmental Monitoring and Analysis - Department of Natural Resources and Environment of Ninh Binh province; and was also Secretary of the Department of Environmental Protection Party Cell and Deputy Head of the Department's Party Committee's Inspection Committee.
In September 2009, Mr. Ngoc became Vice Chairman of Yen Khanh District People's Committee, then held the following positions: Deputy Secretary of the District Party Committee, Chairman of the District People's Committee (1.2011 - 8.2013); Secretary of the District Party Committee, Chairman of the District People's Committee and Secretary of the District Military Party Committee (8. 2013 - 10.2013); from October 2013 he was Secretary of the District Party Committee, Chairman of the People's Council of Yen Khanh District (from July 2015), elected as a member of the Provincial Party Committee in October 2014.
In September 2015, Mr. Ngoc joined the Provincial Party Committee Standing Committee, continuing to hold the position of District Party Committee Secretary and Chairman of the Yen Khanh District People's Council until March 2016. He was then assigned to hold the position of Head of the Provincial Party Committee's Propaganda Department, concurrently Head of the Provincial People's Council's Culture - Social Department (July 2016 - April 2019).
From May 2019 to October 2020, he was a member of the Provincial Party Standing Committee, Vice Chairman of the Ninh Binh Provincial People's Committee. In October 2020, he was elected Deputy Secretary of the Provincial Party Committee, holding the position of Vice Chairman of the Provincial People's Committee. From December 2020 to present, he has held the position of Chairman of the Ninh Binh Provincial People's Committee, and is also Secretary of the Party Committee of the Provincial People's Committee, member of the Provincial Military Party Committee.
With extensive experience working in both professional fields, management and Party work, Mr. Pham Quang Ngoc is considered a cadre who has matured from the grassroots, has an innovative mindset and solid management skills, and a friendly and effective working style.
Also at the ceremony, Head of the Central Organizing Committee Le Minh Hung also presented the decisions to the new Vice Chairmen of Ninh Binh province, including: Mr. Nguyen Anh Chuc - Member of the Standing Committee of the Ha Nam Provincial Party Committee, Permanent Vice Chairman of the Ha Nam Provincial People's Committee. Mr. Tran Anh Dung - Member of the Standing Committee of Nam Dinh Provincial Party Committee, Permanent Vice Chairman of Nam Dinh Provincial People's Committee. Mr. Tran Song Tung - Member of the Standing Committee of the Ninh Binh Provincial Party Committee, Permanent Vice Chairman of the Ninh Binh Provincial People's Committee. Ms. Ha Lan Anh - Member of the Nam Dinh Provincial Party Committee, Vice Chairman of the Nam Dinh Provincial People's Committee. Mr. Nguyen Cao Son - Member of the Ninh Binh Provincial Party Committee, Vice Chairman of the Ninh Binh Provincial People's Committee.
