The Prime Minister stated that Phong Chau bridge assigned to military units to build has helped reduce the implementation time from 1 year to 10 months and saved 300 billion VND.

On the evening of September 10, Politburo member and Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector chaired the 20th meeting of the Steering Committee.

Speaking at the meeting, the Prime Minister expressed concern at actively removing many difficulties and obstacles, the disbursement rate of public investment capital this year, although it is about 6% higher than the same period last year and about more than nearly 140,000 billion VND in absolute terms, is still not as expected.

Meanwhile, this year's requirement is to disburse 100% of public investment capital, a stronger development requirement, and greater people's aspirations.

The Prime Minister pointed out that the provinces of Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dong Nai have not completed site clearance for rest stops; Tuyen Quang, Lang Son and Dong Nai provinces have not completed site clearance in August 2025.

The progress of project implementation is slower than the Prime Minister's direction of increasing at least 10% of output per month.

The head of the Government emphasized that the Central and local governments work together, everyone must accelerate and make a breakthrough with the ideology of advancing, nothing is impossible, the important thing is to be determined to do and know how to do it.

Taking the example of Phong Chau bridge assigned to the military unit, it has helped reduce the implementation time from 1 year to 10 months and saved 300 billion VND, the Prime Minister stated that if the project is put into operation early, it will save capital and increase efficiency, bringing benefits to the State and the people.

Regarding key tasks, the Prime Minister requested to exceed the target of putting 3,000 km of expressway into operation, opening the expressway from Cao Bang to Ca Mau and over 1,700 km of coastal road in 2025.

At the same time, it is necessary to ensure the basic completion of the Long Thanh International Airport project in 2025. This is a heavy task but we will do it.

The Prime Minister requested Nghe An, Quang Tri, Quang Ngai, and Cao Bang provinces to be proactive in implementing and completing the pre-feasibility study report to submit to competent authorities for approval of the investment policy for the Vinh - Thanh Thuy, Cam Lo - Lao Bao, Quang Ngai - Kon Tum, Bac Kan - Cao Bang expressway projects, to be completed in December 2025.

Hanoi and Bac Ninh and Gia Lai provinces speed up the preparation and approval of the feasibility study report for the Gia Binh airport connection road project and the Quy Nhon - Pleiku project, to be completed in December 2025.

The Ministry of Construction accelerates the project approval and starts the Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion project in the fourth quarter of 2025.

Ho Chi Minh City and Lam Dong province speed up the selection of investors, contractors and related procedures to start the Ho Chi Minh City - Moc Bai, Tan Phu - Bao Loc projects in the fourth quarter of 2025.

Regarding site clearance, Ho Chi Minh City and the provinces of Dong Nai, Lang Son, Tuyen Quang, Quang Tri, Can Tho, An Giang, and Ca Mau need to seriously implement the Prime Minister's instructions, urgently hand over the entire remaining site of the projects planned to be completed in 2025, in September 2025.

The provinces of Quang Ngai, Khanh Hoa, Lam Dong, Dong Nai urgently speed up the handover of site for rest stop projects on the North - South expressway in the East, to be completed no later than September 2025.
