On June 22, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee for important national projects and works, key projects in the Transport sector (2nd time); Promoting disbursement of public investment capital in 2025 (2nd time).
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation of reports from relevant ministries and branches and the opinions of the delegates, assigning the Government Office to fully absorb the opinions and complete the Conclusion Notice of the Conference.
Regarding the implementation of important national projects and works, key to the transport sector (GTVT), regarding investment preparation procedures, the Prime Minister requested the Ministry of Finance to direct VEC to speed up the preparation of the Feasibility Study Report for the investment project to expand the Ho Chi Minh City - Long Thanh expressway section, approved in July 2025.
The Ministry of Construction has completed the procedures to start the Dau Giay - Tan Phu project in August 2025.
Hanoi City completes procedures to start construction of component project 3 of Hanoi Ring Road 4 in July 2025.
Lam Dong province started the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects on August 19, 2025.
Ho Chi Minh City and Tay Ninh Province speed up the preparation and approval of the Ho Chi Minh City - Moc Bai Project Feasibility Study Report, to be completed in June 2025.
Regarding the implementation of construction, the Ministry of Construction has directed investors and contractors to organize "3 shifts, 4 teams" to speed up the construction progress of the remaining component projects of the North - South expressway in the period of 2021 - 2025, Hoa Lien - Tuy Loan, and component project 2 Bien Hoa - Vung Tau, ensuring completion in 2025.
Strengthen monitoring and supervision of the implementation of projects with localities as the governing bodies, promptly advise the Prime Minister to direct and manage them, meeting the set progress.
The provinces of Binh Duong, Dong Nai, Tuyen Quang, Ha Giang, Dak Lak need to be determined in implementing and applying technical solutions to shorten construction time to ensure the completion of component projects 3.5 of Ho Chi Minh City Ring Road 3, component projects 1 of Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, component project 3 of Khanh Hoa - Buon Ma Thuot in 2025.
The provinces and cities of Can Tho, Soc Trang, Lang Son, Cao Bang directed investors and contractors to proactively remove difficulties and obstacles, supplement human resources, machinery and equipment, and construct "3 shifts, 4 teams" to speed up the construction progress of the Chau Doc - Can Tho - Soc Trang, Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects.
In particular, Phu Tho province and the Ministry of National Defense will complete the construction of Phong Chau bridge before October 31, 2025.
Regarding Long Thanh International Airport, the Ministry of Finance and Construction directed ACV and relevant agencies to strictly control quality and labor safety, organize construction reasonably, overcome disadvantages of the weather to basically complete the Long Thanh project in 2025.
