After more than eight decades of building, fighting, winning and growing, the Vietnam People's Army has always clearly demonstrated its revolutionary nature, worthy of Uncle Ho's commendation: "Our army is loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Every task is completed, every difficulty is overcome, every enemy is defeated".
Under the glorious flag of the Party, the People's Army will forever be a reliable political force, absolutely loyal, worthy of the trust and love of the Party, State and people.
81 years ago, in the forest between the two generals Hoang Hoa Tham and Tran Hung Dao, the Central Highlands, Cao Bang province, implementing the Directive of leader Ho Chi Minh, the Vietnam Propaganda Liberation Army with 34 soldiers " wearing brown robes" - the predecessor of the Vietnam People's Army, was established. Throughout the process of building, fighting and growing, our Army is the core force that, together with the entire Party and people, has achieved many glorious feats in the cause of national liberation, national construction and defense. That victory is crystallized and converged by many factors, in which the absolute and direct leadership in all aspects of the Party over the Army is a decisive factor.
The Party's leadership over the Army was affirmed in the "Sortened Provisions" in 1930 with the strategic idea of "organizing into a farming army", considering the construction of the Armed Forces as a key factor to successfully carry out the cause of national liberation and national defense. This fundamental viewpoint is the first step in creating a new-style military model with the nature of the working class, absolutely loyal to the goal of national independence and socialism.
With a consistent military policy, the Party has built the Armed Forces from the initial agricultural self-defense organizations, gradually developing into guerrilla and self-defense fighting teams, and by December 1944 the Vietnam Propaganda Liberation Army was born, under the direct leadership of the Party, through the Party cell to lead the implementation of tasks in an absolute and direct manner. It is the Party organization in the Army that has created a high level of unity in will, discipline and fighting spirit, helping our Army win right from the first matches, opening the tradition of "Determination to fight, Determination to win". The leadership of the Party continued to be clearly demonstrated in the August 1945 General Uprising. Under the wise leadership of the Party Central Committee and President Ho Chi Minh, revolutionary armed forces played a shock role, coordinating with the political forces of the masses to rise up to power across the country.
In the resistance war against French colonialism, the Party's leadership over the Army was concentrated in the line of "all-people, comprehensive, and long-term resistance, relying on one's own strength as the main thing". Thanks to that, our Army has developed from a young force into a main army with increasingly perfected organization and martial arts, creating a historic victory for Dien Bien Phu "while on the five continents, shaking the world", starting the collapse of colonialism, strongly encouraging the national liberation movement in the world.
In the resistance war against the US to save the country, the Party's leadership was even more strongly demonstrated. The Party policies to combine military struggle with political and diplomatic struggle; direct the construction of the Third Armed Forces; develop the People's War situation. The army launched decisive strategic campaigns, especially leading the General Offensive and Uprising in the Spring of 1975, culminating in the Ho Chi Minh Campaign, successfully ending the resistance war against the US to save the country, completing the glorious cause of national liberation, national reunification, and writing a heroic history of the Ho Chi Minh era.
Under the leadership of the Party, our Army fought victoriously in the war to protect the Fatherland at the southwestern and northern borders; fulfilling noble international obligations, helping the Lao people protect the achievements of the revolution, helping the Cambodian people escape extinction.
The victory in the resistance war against colonialism and imperialism, protecting the territorial integrity and sovereignty of the country has affirmed the strong will of the entire Party, army and people, demonstrating the great strength of the great army-people solidarity bloc under the leadership of the Party and the core role of the army. That victory not only contributes to creating a stable and developing peaceful environment in the country but also contributes to maintaining peace and stability in Southeast Asia and the world.
Implementing the Party's innovative guidelines, the Army continues to affirm its role as a reliable political army of the Party, State and people. The entire army excellently completed all three functions: the fighting army, the working army, and the production labor army. The army always proactively grasps the situation, improves strategic consulting capacity, handles situations well, does not be passive or surprised; especially in protecting the sovereignty of the sea and islands, maintaining independence and territorial integrity; contributing to consolidating the national defense associated with the people's security posture, creating a proactive defense posture, building a solid defense zone. National defense foreign affairs work has been enhanced, contributing positively to a peaceful and stable environment for national development. The army is always exemplary in building and rectifying the Party; taking the lead in studying and following Ho Chi Minh's ideology, morality and style; fighting against erroneous and hostile viewpoints.
Under the leadership of the Party, the Army always upholds the spirit of self-reliance, self-strengthening, proactively participating in building and developing the socio-economy, contributing significantly to the victory of the renovation. The entire army does a good job of "fighting in peacetime", promoting its core role in helping people prevent, combat and overcome the consequences of natural disasters, provide relief, eliminate hunger and reduce poverty, build new rural areas and a strong local political foundation. The image of military officers and soldiers always present in vulnerable, difficult, dangerous places, giving their lives and property to protect the people has enhanced the qualities and traditions of Uncle Ho's soldiers in the new era, tightening the close relationship between the army and the people, building a solid "people's heart position".
Entering a new stage of development, the international and regional situation continues to develop rapidly and complexly, with many unpredictable potential factors. Strategic competition between major countries is increasing; traditional and non-traditional security challenges intertwined have a comprehensive impact on the task of protecting the Fatherland. In the country, the position and strength of our country after nearly 40 years of Doi Moi have grown continuously, but the cause of consolidating national defense, protecting sovereignty and territorial integrity is facing new requirements, the task of protecting the Fatherland, building an "revolutionary, disciplined, elite, modern" Army requires higher, more proactive, and stronger requirements. To continue to maintain and promote the role of the Army in building, developing and defending the Fatherland in the new period, the Party Committee of the Army and the entire army need to focus on performing well the following key and key tasks:
First, steadfastly and strengthen the absolute and direct leadership of the Party in all aspects over the Army. This is a matter of survival, deciding the nature and strength of our Army. Regardless of the circumstances or conditions, the principle of the Party leading the Army is a prerequisite. We must maintain the revolutionary nature, steadfastly believe in Marquis-Leninism and Ho Chi Minh's ideology in building and organizing the implementation of military functions and tasks.
The Army Party Committee must regularly thoroughly grasp and seriously implement the Party's military, defense and national defense viewpoints and guidelines; first of all, Resolution No. 44-NQ/TW of the 13th Central Executive Committee, on the Strategy for National Defense in the New situation. Grasp the situation, forecast the situation correctly, promptly advise and effectively handle defense situations, absolutely do not be passive and surprised in any situation. At the same time, it is necessary to perform well the function of advising the Party and State in the fields of military and defense; effectively implement the resolutions and directives of the Party and State on building the People's Armed Forces, firmly building the national defense foundation, the national defense posture associated with the people's security posture; improve the quality of the overall and combat strength of the army.
In implementing the strategic goal of 100 years under the leadership of the Party and 100 years of the founding of the country, the Army must be one of the core forces to continue advising the Party and State to seize opportunities and repel challenges; must truly be a fighting army, a working army, a labor army, and a production army; in which, it must effectively implement the breakthrough in developing the defense industry to meet the requirements of modernization, in the overall guidelines for building an independent and self-reliant economy. At the same time, it will increase its contribution to maintaining peace and stability in the region and the world.
Second, focus on building a truly clean, strong, comprehensive, exemplary and typical Army Party Committee. This is a decisive factor to maintain the absolute and direct leadership of the Party in all aspects over the Army and ensure the Army successfully completes all tasks.
The Army Party Committee must continue to thoroughly grasp and strictly implement the resolutions, directives, regulations and conclusions of the Central Committee, the Politburo, the Secretariat, and the Central Military Commission on Party building; Associate the Central Resolution on Party building and rectification with the implementation of the Directive on studying and following Ho Chi Minh's ideology, morality and style and Resolution No. 847-NQ/QUTW of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation. Care about building a strong Army Party Committee, first of all in politics, steadfast in Marxism-Leninism, Ho Chi Minh's ideology, the goal of national independence associated with socialism; uphold the principle of democratic centralism, collective leadership, individuals in charge of self-criticism and criticism; strengthen solidarity and unity within the Party.
At the same time, it is important to innovate leadership content and methods, especially at the grassroots level. Link building a clean and strong Party organization with building a comprehensively strong and "exemplary" agency and unit; building a healthy, democratic, and highly disciplined military-cultural environment; resolutely fighting against corruption, negativity, waste, bureaucracy, bureaucracy, speech and action, manifestations that are distant from the people, and damage the prestige of the Party and the Army.
Third, constantly improve the comprehensive leadership capacity, fighting strength of the Army Party Committee and the effectiveness of Party and political work.
First of all, focus on reviewing, amending and supplementing regulations and rules, perfecting the Party's leadership mechanism for the Army in the new situation. Timely perfecting Party committees and Party organizations in sync with adjusting the Army organization. Strictly comply with the principles of organization and operation of the Party, promote the effectiveness of self-criticism and criticism; evaluate the Party organization and Party members as being substantial and up to standards.
Innovation in content and methods and improving the quality of Party cell activities, political courage, leadership capacity, skills and Party work skills for grassroots Party Committee members. Coordinate to direct and improve the quality and effectiveness of leadership in implementing military tasks, local defense, border defense work and the operation of commune-level military groups according to the 2-level local government organization model.
Party work and political work must truly be the center of solidarity, leadership, and spreading throughout the army. Party committees, presiding officers, and political agencies need to closely follow the situation, promptly concretize the Party's guidelines and policies into appropriate programs and plans. We must proactively grasp and accurately forecast the soldiers' ideology, promptly orient, maintain solidarity and unity. Closely combine ideological work with organization, cadres, mass mobilization, policies, internal political protection and inspection and supervision, creating a combined strength from each agency and unit. Strengthen personnel work, build a team of experts and political scientists of sufficient stature, attract talents to meet new requirements.
Fourth, resolutely fight to defeat the plots, tricks and sabotage activities of hostile forces.
Currently, hostile, reactionary forces and political opportunities are promoting " peaceful developments", promoting "self-development" and "self-transformation" internally, especially before, during and after the 14th National Congress of the Party. Party committees, party organizations, and political agencies at all levels must continue to thoroughly grasp and strictly implement Resolution No. 35-NQ/TW of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation, associated with the programs and plans of the Central Military Commission and the Ministry of National Defense. Proactively build a specialized force, the core of the struggle on the ideological and theoretical front, especially in cyberspace; closely combine construction and resistance.
Strengthen the building and rectification of the Party and the political system to be clean and strong; uphold the principles of organization, Party activities, discipline and order of the Party. Strengthen education, training, improve "resistance", " wholeheartedness" in politics and ideology for officers and soldiers against bad and toxic information. Promote the role of information, propaganda, journalism, and publishing; closely follow the revolutionary tasks of the army, maintain the correct political orientation, viewpoints, and guidelines of the Party; actively fight against erroneous and hostile viewpoints.
Proud of the glorious 81-year tradition of the heroic Vietnam People's Army, our Party, State and people always believe that our Army will continue to promote good qualities, build a revolutionary, disciplined, elite, modern People's Army, firmly protect the Fatherland, contribute to building a peaceful, prosperous, and happy country in the new era of the nation.
