According to the Ministry of National Defense's Electronic Information Portal, in order to implement the arrangement and merger of the organizational apparatus, the Ministry of National Defense has just held a conference to hand over the Institute of Military History to the Institute of Defense Strategy and reorganize it into the Institute of Defense Strategy and History of Vietnam.
Speaking at the conference, Lieutenant General Vu Cuong Quyet - Director of the Vietnam Institute of Defense Strategy and History - emphasized that the handover and reorganization into the Vietnam Institute of Defense Strategy and History is a step in the development of the functions, tasks, organization, payroll, number of troops, and equipment of the agency.
On March 25, the Ministry of National Defense also held a conference to hand over the Department of Planning and Investment, the Department of Finance, and the Department of Economics to the new Department of Finance.
Previously, on March 21, the General Staff of the Vietnam People's Army (VPA) also held a conference to merge and hand over the Department of Mapping to the Department of Combat.
Accordingly, implementing Decision No. 759/QD-BQP dated March 5, 2025 of the Minister of National Defense on merging the Department of Mapping into the Department of Combat; Decision No. 555/QD-TM dated March 7, 2025 of the General Staff of the Vietnam People's Army on promulgating the organization and staffing table of the Department of Combat under the General Staff, the Department of Combat and the Department of Mapping have actively and proactively implemented the contents of the merger and handover work.
At the same time, study and propose a plan to build an organization and staffing according to the conclusion of the Central Military Commission Standing Committee, directed by the Chief of the General Staff.
Speaking at the conference, Senior Lieutenant General Huynh Chien Thang - Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army - emphasized that the adjustment of the organization and forces of the Army is inevitably objective, in line with reality.
At the same time, it demonstrated a new thinking and new vision on adjusting the organization of the Army's forces, increasingly better meeting the requirements of the cause of building and strengthening national defense and defending the Fatherland.
Also in March, the General Staff of the Vietnam People's Army held a conference to hand over the Department of Financial Inspection, Department of Finance (Ministry of National Defense) to the Inspectorate of the Ministry of National Defense.
Pursuant to Decision No. 767/QD-BQP dated March 5, 2025 of the Minister of National Defense on merging the Department of Economics, the Department of Finance, the Department of Planning and Investment to reorganize into the Department of Finance; Plan No. 1149/KH-TM of the General Staff, the Department of Finance has developed a plan to hand over the Department of Financial Inspection, the Department of Finance to the Inspectorate of the Ministry of National Defense.
Accordingly, the Inspectorate of the Ministry of National Defense receives, is responsible for managing, leading and directing the Financial Inspectorate from March 20, 2025.
The General Department of Politics of the Vietnam People's Army also previously held a conference to hand over the Department of Politics and Social Insurance (DOLISA) of the Ministry of National Defense to the Department of Politics and Social Affairs.
Accordingly, the Ministry of National Defense issued Decision No. 757/QD-BQP to merge the Ministry of National Defense Social Insurance and the Department of Policy, reorganizing it into the Department of Policy - Social.
