In which, the Department of Finance, the Department of Planning and Investment, the Department of Economics will be merged, reorganized into the Department of Finance;
Merging the Institute of Military History and the Institute of Defense Strategy, reorganizing it into the Vietnam Institute of Defense Strategy and History;
Merging the Department of Mapping into the Department of War;
The Ministry of National Defense Social Insurance and the Department of Policy will be merged, reorganized into the Department of Policy - Social.
Previously, in February 2025, in Hanoi, the Ministry of National Defense held a ceremony to announce the Decision to merge the General Department of Logistics and the General Department of Engineering, reorganizing it into the General Department of Logistics - Engineering.
At the Announcement Ceremony, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - requested that the General Department of Logistics and Engineering fully and correctly grasp the position and significance of the establishment and reorganization, be honored and proud in implementing the major policies of the Party and the Army.
Thereby, quickly stabilizing the organization and staffing; deeply recognizing the functions and requirements of the immediate and long-term tasks, clearly defining determination, overcoming difficulties, completing political tasks well, building a comprehensively strong "exemplary, typical" agency and unit.

According to General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army (VPA), Deputy Minister of National Defense, as of February 15, 2025, the army has adjusted nearly 2,900 organizations.
In which, reduce 1 general department, 2 military groups, 37 levels of departments and equivalents, nearly 300 departments. By the end of 2024, the Vietnam People's Army organization has been basically streamlined, compact, strong, with a synchronous and reasonable organizational structure among components and forces, 1 year ahead of schedule set by Resolution No. 05-NQ/TW.
In the period of 2025 - 2030, the Ministry of National Defense determined to continue to thoroughly grasp and concretize the requirements of the Politburo and the Party Central Committee on continuing to implement Resolution No. 18-NQ/TW, building a "streamlined - compact - strong - efficient - effective - efficient" political system.
