Regarding the digitization of cadre dossiers and the implementation of dossier management according to Regulation 211 of the Secretariat, at a recent press conference of the Ministry of Home Affairs, Mr. Nguyen Van Dung - Director of the Department of Civil Servants and Public Employees (Ministry of Home Affairs) - said that, implementing the tasks assigned by the Government and the Prime Minister, the Ministry of Home Affairs has focused on digitizing information and data on cadres, civil servants, and public employees associated with building and operating the National Database on cadres, civil servants, and public employees.
Up to now, ministries, branches, and localities have basically formed data on cadres, civil servants, and public employees in the electronic environment and synchronized it to the National Database. The information and data are mainly digitized from the curriculum vitae component, updated and synchronized by agencies and gradually standardized according to the principle of "right, sufficient, clean, living".
Decree No. 27/2026/ND-CP of the Government regulating the National Database on cadres, civil servants, and public employees, effective from July 1, 2026, has created a legal corridor for the transition from managing information and data on cadres, civil servants, and public employees to managing electronic records.
Accordingly, each official, civil servant, and public employee has an electronic dossier, using personal identification numbers as electronic dossier identification codes. This is an important basis for gradually shifting the management method from mainly based on paper dossiers to management based on data and electronic dossiers.
Mr. Dung said that on August 7, 2026, the Secretariat of the Party Central Committee issued Regulation No. 211-QD/TW on cadre dossier management, stipulating the unified management of cadre dossiers throughout the political system according to the principle that each cadre only has one common cadre dossier; combining paper dossier management with electronic dossiers according to a roadmap, towards fundamental replacement with electronic dossiers when sufficient conditions are met. At the same time, the Central Organization Committee is assigned to guide the digitization and management of electronic cadre dossiers.
Based on the guidance of the Central Organization Committee, the Ministry of Home Affairs will review and compare with the regulations in Decree No. 27/2026/ND-CP, report to the Government to deploy the management of data and electronic dossiers of cadres, civil servants, and public employees according to a roadmap, ensuring uniformity and synchronization between the regulations of the Secretariat and the regulations of the Government.
