On July 2, the Government Office announced that it had issued Notice No. 341/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the National Online Conference summarizing the work in the first 6 months of 2025 and summarizing the peak period of the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
According to the announcement, the Prime Minister highly appreciated the ministries, branches and localities for focusing on timely leadership and direction, some localities have closely coordinated with the Ministry of Public Security and functional forces to resolutely detect and handle smuggling, trading in counterfeit goods and poor quality goods (Ninh Hiep market, La Phu market, Saigon Square shopping mall...).
As a result, in the first 6 months of the year, units and localities have handled more than 50,000 violations, collected more than VND6,500 billion to the state budget, and prosecuted more than 1,800 cases with more than 3,200 subjects.
However, through recent major discoveries, it can be seen that: First, due to loss of fighting will, being bought as a ransom; Second, lacking a sense of responsibility, not daring to fight, not daring to face the subjects. This needs to be strictly handled according to Party regulations and State laws.
The Prime Minister affirmed that because we have been lax for a long time, we need to focus on leadership and direction with the goal of fighting to prevent and repel smuggling, trade fraud, counterfeit goods, and infringements on intellectual property rights.
Accordingly, the Prime Minister's goals, orientations and guiding viewpoints are:
Continue to be steadfast and persistent with the goal of resolutely preventing, fighting, stopping, pushing back, moving towards ending and eliminating smuggling, trade fraud, counterfeit goods, and infringements on intellectual property rights, especially the "uncompromising campaign" against fake drugs and fake food.
In particular, it is necessary to quickly and promptly destroy, not make any trade-offs, resolutely fight, and eliminate all types of crimes of production, circulation, trading, and trading of fake drugs and fake food. These are groups of items that directly affect people's health and lives.
The authorities must continuously, regularly, non-stop, continuously with the spirit of "working day, working night, working extra days off" to promptly detect and strictly handle violators, with the motto " handling one case, warning the whole region, the whole field", "no forbidden areas, no exceptions".
Ministries, branches and localities proactively review and develop mechanisms, policies and legal regulations; guide, inspect and urge to achieve the goal of preventing, repelling, and moving towards ending smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The Prime Minister requested regular and continuous action to continuously and continuously combat smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The Ministry of Public Security shall preside over research on the application of digital transformation, based on national data, ministries and branches to develop codes for all types of goods, especially those related to drugs and food.
Clarify the responsibilities of relevant ministries, branches and localities for violations, report and propose handling according to regulations; promptly publicize the results on mass media to deter and prevent in general; coordinate with litigation agencies to speed up the progress of investigation, prosecution and trial of cases.
