Regulations on recruitment, promotion, and consideration of civil servants and public employees' promotions take effect from today

Circular 001/2025 of the Ministry of Home Affairs on internal regulations and rules for recruitment, promotion, and consideration of promotion of civil servants and public employees officially takes effect from May 1, 2025.

According to Circular 001/2025/TT-BNV, the Council for recruiting civil servants and officials (examination, admission); Examination Council for civil servant rank promotion; The Council for promoting the promotion of the professional title (Council) is responsible for notifying the list and summoning candidates eligible, the criteria for the exam and information related to the organization of recruiting civil servants, officials and examination of civil servant rank as prescribed.

At least 1 working day before the opening date, the Council is responsible for completing the following tasks: Listing the list of candidates according to the registration number, exam room, location diagram of exam rooms, rules, form, exam time for each exam at the exam location;

Exam questions, data of questions and answers, scoring instructions, scoring forms, minutes, lists, and documents for the exam. Cards of Council members, Supervisory Board, Council service departments, and exam service departments. Facilities for organizing exams on computers, interviews, multiple-choice questions, practice and documentation for the exam.

Circular 001/2025/TT-BNV also stipulates the organization of promotion promotion of the career title of officials. Accordingly, based on the current regulations on standards and conditions for registration for promotion promotion of professional titles, the Chairman of the Council shall decide on how to organize the appraisal of dossiers, dossiers evaluation notes and forms for dossier evaluation; Must ensure accuracy, fairness, objectivity, science and in accordance with the law.

Members appraise the dossier assigned to evaluate the same application, then conduct general appraisal for that dossier. Based on the composition of the application for consideration and criteria for evaluating the dossier, members evaluated the dossier of evaluation of the application for consideration that meets the standards and conditions for the promotion of public employees' career titles and recording relevant evaluation results (if any) on the dossier evaluation form.

When evaluating the dossier, if the members appraise the dossier, the evaluation results are not consumed, transfer the application for consideration and the evaluation results of the members to the Evaluation Board for consideration, decision or report to the Head of the General Appraisal Committee, and report to the Chairman of the Council for consideration and decision.

The appraisal results of each application are compiled into the final summary table of appraisal results with the signatures of the members participating in the application appraisal and the Head of the Appraisal Board.

Head of the evaluation committee to hand over the evaluation results of each application file, the final table of the evaluation results are closed in the pocket and sealed the Council. When delivered and received, the handover record must be made, signed by the assignee, the recipient, the representative of the Council, the representative of the Supervisory Board. Based on the number of dossiers for consideration, the properties of professional activities, standards, conditions for the promotion of professional titles, the Council may directly appraise the dossier as prescribed in this Article without having to set up the dossier evaluation board.

The Chairman of the Council held a meeting of the Council to consider the results of the promotion; members of the Council of Exchange, public discussions and democracy on the results of promotion consideration; Unify the results of the promotion period and the list of successful officials.

The Chairman of the Council reports to the heads of agencies and units organizing the promotion of the professional title of the officials and employees to consider and decide to approve the results of the promotion period and the list of successful officials as prescribed.
