Mr. Nguyen Dinh Hoang (character name changed) is currently a school health official, holding the professional title of Doctor of rank IV, salary grade 3 with a coefficient of 2.26. He graduated with a degree in Information Technology and has a certificate in Primary Education Pedagogy.
From the reality of work and the desire to develop a career suitable to his training expertise, Mr. Hoang requested functional agencies to answer some contents related to the conversion of professional titles and participation in recruiting public employees.
Mr. Hoang wondered whether with his current qualifications, he would be eligible to be transferred from the professional title of Medical Doctor rank IV to the title of Primary School Teacher rank III. In case of being considered for conversion, he wants to know what additional conditions, standards or procedures according to current regulations need to be met.
In addition, Mr. Hoang is currently a school health official and wishes to participate in recruitment for another civil servant position. He requested guidance on whether it is mandatory to resign before registering for recruitment or is still entitled to participate in recruitment during his time as a civil servant according to current legal regulations.
Regarding Mr. Hoang's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
The change of professional titles of public employees is carried out in accordance with the provisions of Articles 29 and 30 of Decree No. 115/2020/ND-CP (amended and supplemented by a number of articles in Decree No. 85/2023/ND-CP).
Changes in professional titles for public employees are carried out in the following cases:
Considering transfer from this professional title to another professional title corresponding to the same level of work complexity as required by the job position;
Exam or consideration for promotion from a lower rank to a higher rank adjacent to the same professional field;
Considering special promotion to a higher professional title corresponding to the title recognized and appointed according to the provisions of specialized laws.
Meanwhile, the consideration of transferring professional titles is carried out when public employees change jobs where the professional title they are holding is not consistent with the requirements of the new job position.
Civil servants considered for transfer of professional titles must meet sufficient standards for the transferred professional title.
The head of a public non-business unit decides or requests competent authorities to decide on the consideration of transferring professional titles according to decentralized authority.
When considering transferring professional titles, do not combine salary grade increases.
Based on the provisions of Article 65 and Article 66 of Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP), the Ministry of Home Affairs requests you to exchange with the civil servant management agency where you work for consideration and resolution.
