According to Decree No. 173/2025/ND-CP, the work carried out through signing the contract includes:
1. The work of performing one or a number of tasks of a leadership or management position is strategic, sudden, urgent, and not regular:
- Organize the development of policies, policy planning, strategies, programs, projects on science, economy, technology, innovation, digital technology industry, digital infrastructure development, national digital transformation, institutional reform;
- Organize the implementation or supervise the implementation of pilot programs and projects on technology, breakthrough policies; new technology testing models, public-private partnerships in research and application of science and technology and institutional reform;
- Organize the implementation of tasks at the national, ministerial and local levels on law enforcement, development of big data systems, artificial intelligence, semiconductor technology, biotechnology, new materials, new energy and other strategic industries;
2. The work of performing one or a number of professional tasks, professional activities that are specific, in-depth, require high qualifications or are seasonal, not regular, including:
- Applying digital transformation in agencies, organizations, and units; building big data, data analysis systems, forecasting models, and artificial intelligence in the fields of public administration, socio-economics, administrative reform, digital government development, digital economy, digital society to serve state management activities of agencies, organizations, and units;
- Develop, operate and supervise national digital platforms, management information systems, specialized databases in the fields of administration, education, healthcare, natural resources - environment, smart cities;
- Deploying tasks under the institutional reform project and program, improving the capacity to plan public policies, innovation policies, policy testing, system testing, information system security for state management activities;
- Other contents according to the decision of the competent person signing the contract, ensuring compliance with the principles of implementation and in accordance with the regulations on not signing contracts for types of work that are not subject to signing contracts.
3. Professional, technical or service support work that the existing human resources have not met, to serve internally the activities of agencies, organizations, and units, decided by the head of the agency employing civil servants according to the requirements of implementing the work plan.
The Decree stipulates that the subjects of contract signing include:
For the jobs specified in 1 above:
- Executive managers, business administrators, outstanding entrepreneurs in areas suitable for their tasks;
- Lawyers, lawyers, experts, and scientists at the top of the industry or field in accordance with the task.
For the jobs specified in 2 above:
- People with experience, knowledge of expertise and profession and who have directly implemented specific tasks of similar nature;
- People with sufficient standards, conditions, and experience to meet the requirements of professional and technical job positions.
The labor contract signing period shall not exceed 24 months.
