Mr. Le Van Manh (character's name has been changed) sent a petition to the Ministry of Home Affairs requesting clarification of the conditions and standards for accepting as civil servants according to Point b, Clause 3, Article 13 of Decree 170/2025/ND-CP.
According to him, he has worked for more than 5 years, paid social insurance and has full degrees and certificates suitable for the job position proposed to be received. However, the agency in Tay Ninh - where he submitted the application - requires a university degree that must be issued for more than 5 years to be eligible.
Mr. Manh asked the Ministry of Home Affairs to know whether the requirement of having a "bank degree over 5 years" is included in current regulations and whether there is a specific document guiding this content.
Regarding Mr. Manh's reflection on the proposal, the Ministry of Home Affairs responded on the Electronic Information Portal.
Regarding standards and conditions for being accepted as civil servants, they have been specifically stipulated in Clause 3, Article 13 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants.
It stipulates: In the cases specified in Points b, c, d, e, g and h, Clause 1 of this Article, they must have worked for 5 years or more in accordance with the provisions of law, and have paid compulsory social insurance (if not continuous and have not received a one-time social insurance allowance, it will be accumulated, including the working time if they have previously held the job position specified in Points b, c, d, dd, e, g and h, Clause 1 of this Article), doing a job with professional and technical requirements suitable for the job in the expected job position.
Thus, the person accepted as a civil servant in the job position of a specialist must have a university degree of 5 years or more and do a job with a professional qualification requirement suitable for the job or job position expected to be received.
