On November 26, the Government Office announced that it had just issued Notice No. 641/TB-VPCP on the conclusion of Deputy Prime Minister Pham Thi Thanh Tra at a working session with Da Nang city on the situation and results of implementing the reorganization of the apparatus of the political system and operating the 2-level local government model.

The Deputy Prime Minister requested the city Party Committee and government to identify the effective organization and operation of the two-level local government as an extremely important task of the entire political system.

In particular, focusing on building and improving the quality of the team of cadres, civil servants, public employees, and workers of the City, especially at the commune level; reviewing, evaluating, and arranging cadres in accordance with their abilities.

The City People's Committee directs departments and branches to strengthen close monitoring of the grassroots, grasp and promptly guide commune-level authorities to remove difficulties and obstacles in performing tasks.

Pay attention to training and coaching expertise and skills, especially in areas that are lacking and weak such as: information technology, finance, land, environment, law, ..., effectively using existing human resources to immediately meet the requirements of the task; continue to mobilize and rotate provincial-level cadres and civil servants to the commune level.

Based on the criteria on population size, area and socio-economic factors according to the provisions of law on classification of administrative units to decentralize, delegate authority, and authorize appropriately, maximize the potential and strengths of each locality to create a breakthrough in socio-economic development.

Based on regulations on organizational structure and decisions of competent authorities on staffing, the city proactively improves the organization and arrangement of cadres of each agency and unit in accordance with assigned tasks.

Strengthen the effectiveness of the commune-level government apparatus, focusing on improving governance capacity towards creativity and development to create initiative of the government in performing the task of socio-economic development and serving the needs of the people.

Pay attention to resolving outstanding issues such as: surplus public assets, records archiving, document digitization, ... pay attention to the management and handover of records and documents to ensure strict compliance with regulations, not allowing the situation of damage and loss of records to affect the activities and inspection and supervision work.

Strongly promote digital transformation, mobilize students to participate in supporting and helping people to carry out digital transformation, promote the digital education movement.

Strengthening the implementation of digital transformation among cadres, civil servants, public employees, and workers, creating a spread of digital transformation in society, thereby continuing to promote the pioneering role of Da Nang city in building e-government and digital government.

Prepare necessary conditions, proactively develop plans to review and reorganize public service units according to the policies of the Party, the direction of the Government and the Prime Minister, ensure that public service units in the city are streamlined in the direction of streamlining, reducing organizational units, enhancing autonomy, and improving the quality of public service services.
