The Ministry of Home Affairs is assigned to the Government to issue Decrees regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.

The Government has just issued Resolution No. 205/NQ-CP at the regular Government meeting in June 2025 and the Online Conference of the Government with localities.

The Government requires ministries, agencies and localities to continue reviewing, implementing the arrangement and completion of the apparatus of the political system in 2025, ensuring the operation of local governments at two levels is connected, unified, effective and efficient; identifying this as one of the key tasks in the last 6 months of 2025.

Review, promulgate according to authority or submit to competent authorities to amend, supplement or issue new legal documents in accordance with the effective date of the 2013 revised Constitution.

Urgently issue documents detailing and guiding the implementation of laws and resolutions passed by the National Assembly at the 9th Session related to the organization of local government at 2 levels.

Closely monitor the activities of local authorities at both levels, the implementation of 28 decrees on decentralization, delegation of authority, and division of authority to promptly remove obstacles and urgently overcome the shortcomings of some villages and communes without electricity and phone signals, ensuring the apparatus operates smoothly, effectively and efficiently.

At the same time, do not interrupt work, leave vacant areas or fields or affect the normal operations of agencies, organizations, production and business activities of enterprises and the lives of people.

Timely resolve the regime and policies for cadres, civil servants, public employees, workers and armed forces according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government and the tasks of implementing the arrangement of administrative units and local governments at 2 levels.

Implement the Resolution of the National Assembly and the Prime Minister's Decisions on the state budget revenue and expenditure estimate for 2025 according to the new administrative unit.

Review, arrange and use working headquarters, vehicles, public assets, finances, working conditions after arrangement, ensure correct purpose, savings, avoid loss and waste; purchase additional assets and equipment (if lacking) in accordance with standards, norms and legal regulations.

The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to complete and submit to the Government for promulgation Decrees regulating: functions, tasks, powers and organizational structure of ministries and ministerial-level agencies (replacing Decree No. 123/2016/ND-CP and related decrees).

The Ministry of Finance shall fully and promptly arrange funding sources for payment of regimes and policies according to Decree No. 178/2024/CD-CP, Decree No. 67/2025/CD-CP of the Government; synthesize reports to competent authorities to supplement state budget expenditure estimates to ministries and central agencies, and supplement with targets from the central budget for localities lacking resources.

The Ministry of Justice advises the Government and the Prime Minister to effectively implement the National Assembly's legislative program and the National Assembly Standing Committee in 2025; prepare the Government's proposal on the 2026 legislative program.

The Ministry of Finance shall preside over a summary of the implementation of Resolution No. 68-NQ/TW of ministries, branches and localities, propose specific solutions and recommendations to the National Steering Committee to promote more effective implementation of this Resolution.

The Ministry of Home Affairs and the Ministry of Education and Training study and develop mechanisms and policies to attract human resources, scientific and technological talents, and innovation at home and abroad; submit to the Government in July 2025 a decree on scholarship policies for students in basic science, key engineering and strategic technology.
