In Resolution No. 148/NQ-CP, the Government assigned the Ministry of Education and Training to direct and guide localities to effectively implement tasks on arranging and reorganizing the system of educational institutions; guide localities to review and rearrange the network of kindergartens and general schools in accordance with population size, urban and rural planning in the overall review and adjustment of provincial planning when implementing 2-level local government.
Complete the project to arrange and reorganize the system of higher education institutions, vocational education institutions and continue to review and complete the plan to rearrange public non-business units (DVSNCL) under the Ministry of Education and Training.
The Government has also issued Resolution 105/NQ-CP, setting out the requirement to rearrange the public school system, including the fields of education and health. The Resolution orients the organization of the school network according to commune-level administrative units, and at the same time restructures the health system in the direction of streamlining focal points and improving operational efficiency.
After this document, many localities have deployed the development or completion of arrangement plans suitable to actual conditions.
In Nghe An, in the period 2021-2025, the whole province has reduced 34 public schools, including 11 kindergartens, 16 primary schools and 7 secondary schools; and reduced 251 satellite school points, including 83 kindergartens, 163 primary schools and 5 secondary schools.
From now to 2030, Nghe An plans to merge small-scale schools, satellite school sites with favorable traffic conditions and reasonable distances to schools.
In the coming time, the province will consider arranging and merging 126 public schools, including 35 kindergartens, 74 primary schools and 17 secondary schools. In addition, about 178 satellite school sites will also be arranged and merged, mostly at the preschool level.
The overarching goal is to streamline focal points while still ensuring the learning rights of students.
Solutions for facilities, teaching staff and teaching organization after the merger will be calculated synchronously to improve the quality of comprehensive education.
In Ha Tinh province, before the requirement to streamline the apparatus, this locality is urgently completing the arrangement and merger of public educational institutions before June 30, 2026, with dozens of schools included in the reorganization plan.
The total number of facilities included in the arrangement plan is 145 schools. After arrangement, the total number of kindergartens, primary schools, secondary schools, and high schools decreased by 63/639 public schools, eliminating 4 concentrated learning points at the main school site.
In which public preschools decreased by 44 schools; public primary schools decreased by 15 schools; public secondary schools decreased by 3 schools; public high schools decreased by 1 school; vocational secondary schools decreased by 1 school.
In Hanoi, the Department of Education and Training proposed a plan to arrange public educational institutions, in which it is expected to reduce 35 schools in 18 communes and wards. Schools proposed are mainly small-scale, difficult to enroll students, with limited area or located near other facilities. The city maintains all 124 high schools.
In Quang Tri, the locality set a deadline for completing the school system arrangement before June 30 to stabilize before the new school year. The province requires that the arrangement must ensure the learning conditions of students, and not implement mechanical mergers in mountainous areas, remote and isolated areas.
Phu Tho province has approved a project to arrange VNU education units, in which the general education school system is maintained, and vocational education - continuing education centers are reorganized. Some units are merged or terminated operations to streamline focal points.
