According to the program of the 9th Session of the 15th National Assembly, on May 7, Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, will present the Draft Law on Cadres and Civil Servants (amended) to the National Assembly.
Before submitting to the National Assembly for discussion and comments on the draft Law on Cadres and Civil Servants (amended), the National Assembly Standing Committee gave opinions.
The draft Law has institutionalized policies to attract and promote talented people in public service activities; protect dynamic and creative cadres who dare to think, dare to do, dare to break through, dare to take responsibility for the common good in accordance with the Party's policy; promote reform of the civil service regime, apply information technology in public service activities.
The Law on Cadres and Civil Servants (amended) is an important concretization step to effectively put the Party's major policies and orientations on cadre work and public service regimes into practice, contributing to building a modern and professional Vietnamese civil service, operating for the development of the country and serving the people.
The draft Law clearly stipulates that the State has special mechanisms and policies to attract and promote talented people in public service activities.
The Government stipulates a framework of mechanisms and policies to attract, promote and treat talented people working in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations.
According to the draft, the budget for implementing policies to attract and promote talented people is allocated from the state budget and other legal mobilization sources.
In addition, based on the regulations of the Government and the orientation of developing the industry, strategic field, the focus of the nation and the locality, the head of the management agency of cadres and civil servants determines the industries and fields that need to prioritize the use of high quality human resources in each stage and decide on the implementation of policies to attract and respect talented people under the management of the officials according to the capacity of the cadres according to the authority and the authority.
Regarding the rights of cadres and civil servants, the draft clearly states that they are given rights commensurate with their assigned tasks; Ensured working equipment, means of transportation to perform official duties and other working conditions according to the provisions of law and competent authorities.
To be arranged and rent public housing in accordance with the provisions of law and competent authorities; to be provided with information related to assigned tasks and powers; to participate in training, fostering to improve qualifications; and to be protected by law when performing official duties.
In addition, cadres and civil servants are rewarded for their achievements in innovation, creativity, daring to think, daring to do, daring to break through, daring to take responsibility for the common good.
According to the draft law, in case of errors or damage in implementation, responsibility will be considered for exclusion, exemption or reduction according to the provisions of the Party and the law.
