Building a revolutionary, disciplined, elite, and modern army
On September 30, the 12th Army Party Congress, term 2025 - 2030, was solemnly held in Hanoi.
Speaking at the Congress, General Secretary To Lam - Secretary of the Central Military Commission - stated that the 12th Congress of the Army Party Committee, term 2025 - 2030, is a particularly important milestone in the cause of building the Army, strengthening national defense and defending the Fatherland.
To successfully implement the directions, goals, military and defense tasks and build the Army Party Committee for the 2025 - 2030 term, the General Secretary suggested implementing well "2 steadfastness, 2 acceleration and 2 prevention".
The General Secretary clearly stated and firmly followed the Party's military and defense policies. This requires the Party Committee of the Army and the entire army to thoroughly grasp and effectively implement the viewpoints, guidelines, policies and policies of the Party and State on military and defense; especially the guidelines of national defense, people's war, and "four no's" defense policy with the nature of peace and self-defense; effectively implement the motto of relying on the people as the root, subject, and center of the cause of building and defending the Fatherland.
Resolutely build a politically strong Army, contributing to maintaining and strengthening the absolute and direct leadership of the Party in all aspects over the Army. This is the immutable and unchanging principle in building a new-style army, a revolution, born from the people, fighting for the people, closely attached to the people.
The General Secretary requested to promote the construction of a revolutionary, disciplined, elite, and modern People's Army (QDND). In particular, the elements of "revolution, regularity, and elite" have been regularly built and continuously developed over more than 80 years of building, fighting, winning and maturing of the Army; however, it needs to continue to be promoted and promoted even higher in the new period.
The "moderate" accuse has made a breakthrough in the recent term. Up to now, the foundation has been solid, conditions have converged, it is necessary to promote modern construction right now, right in this term. Modernity is to compare with countries in the world and the region, not just with us in previous years.

Stating the task of promoting international integration and defense diplomacy, according to the General Secretary, the goal is to maintain a strategic balance in foreign relations in general, in defense diplomacy in particular, contributing to creating and maintaining a peaceful, stable environment, protecting the Fatherland early and from afar.
At the same time, continue to effectively participate in United Nations peacekeeping activities, search and rescue, and disaster relief, contributing to bringing the image and cultural values of "Uncle Ho's soldiers" to international standards.
The General Secretary noted and prevented the risks of war and conflict. This is an important, consistent and urgent requirement in the current period; requiring the Central Military Commission, the Ministry of National Defense and the entire army to regularly grasp, study and clearly assess the development trend of the situation, promptly advise the Party and State on strategic policies to successfully handle military and defense situations; policies to keep "warm and calm" and "internal peace and calm", associated with building a strong People's Army and national defense to maintain peace, prevent all plots of aggression to independence, sovereignty, unity and territorial integrity of the Fatherland, and repel all risks of war and conflict.
The General Secretary affirmed that the Party, State and people always have great trust and expectations for the Vietnam People's Army; hoping that the Party Committee of the Army and the entire army need to "concentrate, unite, gather will, gather talent, gather strength".
Accordingly, the entire army must be highly united internally and united between the army and the people to create strength. The entire army has one will; the army and the people have one will to act decisively and in the right direction. The entire army must increase attraction, training, and promoting talents to effectively serve the cause of building the Army and strengthening the national defense.
