After completing the training program in national defense and security education at a pedagogical university, Ms. Giang Thi Lang applied for military service and was transferred to a professional military service. Ms. Lang asked, do you have to refund the support fund of the pedagogical school for 4 years of university?
Regarding this issue, the Ministry of Education and Training responded as follows:
Clause 1, Article 6 of Decree No. 01/VBHN-BGDDT dated April 1, 2025 on policies to support tuition and living expenses for pedagogical students, stipulates: Pedagogical students who have enjoyed the policy of not working in the education sector after 2 years from the date of the graduation recognition decision are subject to compensation for tuition and living expenses support.
Thus, Ms. Giang Thi Lang's case is subject to compensation for support funds for tuition and living expenses according to the provisions of Decree No. 01/VBBHN-BGDDT.
Monthly support level for pedagogical students
Article 4, Decree No. 01/VBHN-BGDDT dated April 1, 2025 stipulates the support level and support period for tuition fees and living expenses for pedagogical students as follows:
1. Support level:
a) Pedagogical students are supported by the state with tuition fees equal to the tuition fees collected by the teacher training institution where they study;
b) Pedagogical students are supported by the state with 3.63 million VND/month to cover living expenses during their time studying at school.
2. The period of tuition support and living expenses is determined according to the actual number of months of study at school according to regulations, but not exceeding 10 months/school year. In case teaching is organized according to the credit system, the teacher training institution can convert the support level to suit the credit system. The total support cost of the entire course under the credit system does not exceed the support level prescribed for the course by school year.
Regarding funding sources, the decree stipulates that the funding to support tuition fees and living expenses for pedagogical students is arranged in the annual state budget estimate for education and training at ministries, branches and localities according to regulations and is allocated to teacher training institutions in the form of assigning estimates according to regulations.
In case the locality assigns tasks and orders to train pedagogical students, the locality will arrange from the local budget to pay the teacher training institution for support for tuition and living expenses for pedagogical students, etc.
