This content is stated in Regulation No. 20-QD/TW dated April 8, 2026 of the Central Executive Committee on the implementation of the Party Charter (Regulation 20-QD/TW).
Regarding the management of party member records and party member databases, according to Regulation 20-QD/TW, grassroots Party committees manage party member records, party member ballots and party member lists, and grassroots Party committees that do not have conditions to manage and preserve party member records are directly managed and preserved by higher-level Party committees.
The directly superior Party Committee of the grassroots Party organization, the Party Committee assigned powers, pilot the assignment of powers to the grassroots level to manage party membership certificates and party lists, party databases of directly subordinate Party committees and Party cells; manage party member records and party member lists for party members going to work abroad. Commune, ward, and special zone Party Committees manage party member records of activities at village and residential group Party cells.
The Party Committee of the Ministry of Foreign Affairs manages party member records, party member cards and lists of party members in the Party Committee according to the regulations of the Secretariat and the guidance of the Central Organization Committee.
According to Regulation 20-QD/TW, Party committees managing party member records implement digitization and manage electronic records of party members; the updating, management, operation, exploitation and use of party member databases according to the regulations of the Secretariat and the guidance of the Central Organization Committee.
Every year, Party committees at all levels direct and inspect the supplementation of party member records and the management of party member records. For party members going abroad for work, labor, and study for 12 months or more, the party committee managing party member records guides the supplementation of records when party members return home.
Documents in party member records are not erased or arbitrarily modified; the determination of the level of confidentiality of each type of document in party member records is carried out in accordance with the regulations of the Secretariat, the guidance of the Central Organization Committee and the provisions of law on protecting state secrets.
Party organizations must strictly manage party member records according to the regulations of the Secretariat and the provisions of law on protecting state secrets.
The Central Organization Committee assists the Central Government in guiding and inspecting the management of party member records and party member databases throughout the Party.
Regarding card issuance and management, use of party membership cards, Regulation 20-QD/TW clearly states that party membership cards are issued to official party members, party cells organize card issuance for party members in the most recent party cell meeting, after a decision from a competent authority.
Party members who receive a Party membership card must strictly comply with the regulations on using and preserving the card, when the card is lost or damaged, they must immediately report in writing to the Party committee or directly managing party cell, clearly stating the reason for the loss or damage of the card for consideration, requesting re-issuance or exchange of the Party membership card.
The directly superior Party Committee of the grassroots Party organization, the Party Committee authorized or piloting the assignment of power to the upper grassroots level or the grassroots Party Committee authorized to decide on admitting and expelling party members shall consider and issue decisions on issuing party membership cards and managing party membership card books.
Provincial Party committees, city Party committees, and Party committees directly under the Central Government direct and inspect the issuance and management of Party membership cards; consider and issue decisions on issuing Party membership cards and managing Party membership card issuance books for grassroots Party organizations directly under them.
The Central Organization Committee assists the Central Government in guiding, inspecting, appraising, approving, issuing, and uniformly managing Party membership cards throughout the Party.
Using Party membership cards: Party members use Party membership cards to vote in Party activities, in Party congresses at all levels (except for cases of secret ballot voting); carry out Party administrative procedures in the digital environment according to regulations.
