Mr. Nguyen Hoai Anh - Chairman of Thanh Hoa Provincial People's Committee issued a decision regulating the decentralization of authority to recruit, use and manage teachers, educational institution managers, civil servants and employees in educational institutions in the province.
Accordingly, the recruitment and acceptance of civil servants in public educational institutions under the management authority of the Department of Education and Training (DET), public educational institutions under the management authority of the People's Committee at the commune level will be chaired by the Department of Education and Training, in coordination with the Department of Home Affairs and the People's Committee at the commune level.
The Chairman of the People's Committee at the commune level shall mobilize and second teachers, educational institution managers, civil servants and workers between public educational institutions under his/her management authority.
The Chairman of the People's Committee at the commune level has the right to decide to receive teachers, teachers, teachers, civil servants, and workers at other agencies, units, and localities to work at public educational institutions under his/her management authority; decide to transfer teachers, teachers, teachers, and workers at public educational institutions under his/her management authority to other agencies, units, and localities.
The Director of the Department of Education and Training shall mobilize and second teachers, educational institution managers, civil servants and employees between public educational institutions under his/her management authority.
The Director of the Department of Education and Training will preside over and coordinate with the People's Committees at the commune level to transfer and second teachers, educational institution managers, civil servants and workers between public educational institutions under the management authority of the Department of Education and Training and educational institutions under the management authority of the People's Committee at the commune level; between public educational institutions under the management authority of this commune People's Committee and public educational institutions under the management authority of other communes;
Decision to receive teachers, educational institution managers, civil servants, and workers at other agencies, units, and localities to work at public educational institutions under their management authority;
Decision to transfer teachers, educational institution managers, civil servants, and employees at public educational institutions under their management authority to other agencies, units, and localities.
Regarding the authority to appoint professional titles, change professional titles; change job positions; implement salary, allowance, bonus regimes; termination, retirement regimes and other regimes and policies for teachers, educational institution managers, civil servants and employees in public educational institutions under their management authority, they will have the right to decide on personnel under their management.
The Director of the Department of Education and Training, Chairman of the People's Committee at the commune level are fully responsible for performing assigned tasks and powers; responsible for managing and using the team of civil servants and employees in public educational institutions under their management to ensure sufficient quantity and correct structure according to school level, subjects and educational activities; guiding and resolving difficulties in the management and use of the team of teachers, staff managing educational institutions, civil servants and employees in public educational institutions in the province.
