This is an important content stipulated in the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution, to clearly affirm the irreplaceable position and role of the Vietnam Trade Union.
On the afternoon of June 13, the National Assembly listened to the Report on explanation, accepting opinions from the People, opinions discussed in groups and halls (first time) of National Assembly deputies and revising the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
In the explanatory report, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the draft Resolution has been widely published to collect opinions from the People, sectors and levels.
As a result, the overwhelming majority of opinions (99.75%) agreed with the necessity of amending and supplementing a number of articles of the 2013 Constitution; agreed with the scope of amendments, supplements and basic contents of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution as stated in the Submission of the Committee for the draft amendments and supplements to a number of articles of the 2013 Constitution.
There were also opinions suggesting reviewing and amending a number of other provisions of the Constitution; suggesting continuing to revise the drafting techniques in some specific provisions to ensure the stability and long-term nature of the Constitution.

Regarding the Vietnam Fatherland Front, the Vietnam Trade Union and other socio-political organizations (Articles 9, 10 and 84 of the 2013 Constitution), the majority of opinions agreed with amending and supplementing Articles 9, 10 and Clause 1, Article 84 of the 2013 Constitution to promptly institutionalize the Party's policy on streamlining the organizational apparatus of the Vietnam Fatherland Front and socio-political organizations in accordance with the current situation of the country.
In Article 9, there are opinions suggesting considering the addition of the phrase "led by the Communist Party of Vietnam"; replace "belonging to" the Front with "being a member" or "being a core member" of the Front or not necessarily adding the word "belonging"; remove the phrase "rule of the Vietnam Fatherland Front, charter of each organization",,...

In Article 10, there are opinions suggesting that the Vietnam Trade Union be the only representative of workers in labor relations at the national level and in international relations with trade unions; other opinions suggest that this task should only be assigned to the central agency of the Vietnam Trade Union.
There are opinions suggesting removing the phrase "belonging to the Vietnam Fatherland Front" because it overlaps with the amendment and supplement in Article 9. In Clause 1, Article 84, there are opinions suggesting to retain the right to submit draft laws, regulations, and resolutions of central agencies of member organizations of the Front as in the current Constitution.
Based on the study and careful consideration of the comments of the People and National Assembly deputies, the Committee agreed to accept and revise in the direction of:
Continue to affirm that socio-political organizations under the Vietnam Fatherland Front, led by the Communist Party of Vietnam (Clause 1, Article 9) are in accordance with the policies and orientations of the Party Central Committee, Politburo, and Secretariat;
Replace the phrase "under the chairmanship of the Vietnam Fatherland Front" in Clause 2, Article 9 with the phrase "under the chairmanship of the Vietnam Fatherland Front";
Remove the phrase "charter of the Vietnam Fatherland Front, charter of each organization" in Clause 3, Article 9.
Article 10 is adopted and revised in the direction of removing the phrase "belonging to the Vietnam Fatherland Front" to avoid duplication with the provisions in Clause 2, Article 9, ensuring the concise and general nature of the Constitution; stipulating "Vietnam Trade Union is the only representative of workers in labor relations at the national and international trade union relations" to clearly affirm the irreplaceable position and role of the Vietnam Trade Union.
Clause 1, Article 84 is also accepted and revised in the direction of stipulating that the central agencies of socio-political organizations have the right to submit draft laws to the National Assembly and submit draft laws to the National Assembly Standing Committee; while other member organizations of the Front will exercise this right through the Central Committee of the Vietnam Fatherland Front.
