The working trip of General Secretary and President To Lam contributed to creating a favorable foreign affairs situation and mobilizing international resources for national development.

On the occasion of General Secretary and President To Lam and his wife, along with the high-level Vietnamese delegation, visiting Russia at the State level, officially visiting France and attending the Cosmos Summit from December 7-9, 2026, Deputy Minister of Foreign Affairs Le Thi Thu Hang answered press interviews about the significance of the working trip.

According to Deputy Minister Le Thi Thu Hang, this working trip of General Secretary and President To Lam is of utmost importance both on the bilateral and multilateral fronts to strongly implement the foreign policy of the 14th Party Congress, thereby strengthening political trust, creating a favorable foreign affairs situation in the new era of development, and at the same time mobilizing and mobilizing international resources for national development.

The visit shows particularly important historical significance as this is the first State visit to Russia by the Head of our Party and State since 1991, especially taking place immediately after the 14th Party Congress and the 16th National Assembly election; it is also the second official visit to France by General Secretary and President To Lam, and also the second time the Head of the Party and State of Vietnam has attended an international event organized by France, especially this is the first summit-level conference in the world in the field of space.

Deputy Minister Le Thi Thu Hang said that Vietnam and Russia have a traditional friendly relationship, which has been painstakingly nurtured by many generations of leaders and people of the two countries over the past 75 years. The relationship between the two countries has very high political trust, a deep social foundation, which has been tempered over time and historical changes.

Over the past time, the Vietnam - Russia Comprehensive Strategic Partnership has continued to develop dynamically and achieved many very positive results. In that context, this visit affirms the consistency, inheritance and high appreciation of the Party and State of Vietnam for the traditional friendly relations and Comprehensive Strategic Partnership with Russia.

The visit is also a clear demonstration of the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development; multilateralization and diversification of Vietnam's foreign relations; and at the same time, taking advantage of appropriate resources in energy, science and technology, human resource training and infrastructure development, implementing the Politburo's Resolutions to serve the rapid and sustainable development of the country.

Regarding France, Deputy Minister Le Thi Thu Hang affirmed that the relationship between the two countries is developing positively and comprehensively, both in breadth and depth, on the basis of increasing political trust and deep connections in history, culture, and people-to-people exchanges. This visit further affirms Vietnam's special importance to the Vietnam-France Comprehensive Strategic Partnership; and at the same time, contributes to making the two countries strategic bridges of each other in the two EU and ASEAN regions.

In addition, the visit is also an opportunity to connect France's strengths in science and technology, innovation and strategic technology industries with Vietnam's new development needs, thereby attracting more resources to serve the country's rapid and sustainable development goals, contributing to creating more momentum to deepen, make the relationship more substantive and effective.

On the multilateral front, the participation of General Secretary and President To Lam in the Space Summit in Paris demonstrates Vietnam's development vision and proactive integration spirit, deploying at the highest level the Party's major guidelines and orientations on foreign affairs, international integration and science and technology development, innovation, creating conditions for Vietnam to participate in shaping international cooperation frameworks in an area of increasingly strategic significance for us.
