People's Committees of provinces and cities terminate operations for non-specialized commune-level personnel before May 31, 2026.

This content is stated in Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister on arranging villages and residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune level, in villages and residential groups.

In the directive, the Prime Minister requested the People's Committees of provinces and cities to terminate operations for non-specialized personnel at the commune level before May 31, 2026.

Promptly develop, promulgate and organize the implementation of plans for arranging, using, and resolving regimes and policies for non-specialized personnel at the commune level; ensure synchronous completion with the completion time of village and residential group arrangement, before June 30, 2026.

Previously, there were about 100,000 - 120,000 people nationwide, but a part of them were directly recruited into commune-level civil servants, and some resigned according to policies.

By the beginning of May 2026, the whole country will have about nearly 60,000 people, equivalent to about half compared to before. For the remaining number, localities will implement arrangement and settlement according to 3 options:

First, where there are still staff and cadres meeting standards and conditions, direct recruitment into commune-level civil servants is implemented.

Second, in cases where the Party Committee, local government and cadres and people agree, they can be arranged to hold non-specialized positions in villages and residential groups.

Third, continue to resolve according to current policies to ensure thorough handling by May 31, 2026.

Ho Chi Minh City previously had about 5,017 non-specialized personnel arranged to support work at the Party bloc, Fatherland Front, and commune-level government.

According to the latest information, the Ho Chi Minh City People's Committee has just agreed with the proposal of the Department of Science and Technology on allocating 408 personnel targets from the existing non-specialized personnel force to support the work of participating in supporting science, technology, innovation and digital transformation in localities in 168 wards, communes, and special zones.

The goal is to maintain the stability of the grassroots political system, avoid the collapse of human resources knowledgeable about technology, and at the same time ensure the progress of Project 06 implementation along with the goals of science and technology development and digital transformation of the city.

In Nghe An, the examination and testing session was conducted by the Organization Committee of Nghe An Provincial Party Committee, taking place from June 24-25, in the form of direct interviews.

This recruitment is aimed at supplementing 58 civil servant positions in Party and mass organizations in 18 communes that are still lacking personnel, mainly mountainous and border communes of Nghe An province.

According to the summons notice of the Inspection and Examination Council, there are 61 non-specialized personnel who meet the conditions and standards for applying to become civil servants of Party agencies and mass organizations at the commune level.

As a result, 47 candidates passed the test and examination, of which 38 candidates were admitted in the commune where they registered for initial admission, and 9 candidates were admitted and transferred to communes other than the registered commune.

Meanwhile, the Hanoi Department of Home Affairs will not organize inspections and tests to recruit civil servants to work in communes and wards in the area for 230 non-specialized commune-level personnel as planned.

The Hanoi Department of Home Affairs requests the People's Committees of communes and wards to notify non-specialized commune-level officials who have submitted applications to receive civil servant positions; and at the same time fully implement regimes and policies for non-specialized commune-level officials according to current regulations.

Gia Lai province still has nearly 2,000 non-specialized officials who need to continue to be arranged or resolve regimes. Gia Lai Provincial Department of Home Affairs has established an appraisal team for dossiers, and at the same time developed many appropriate arrangement plans.

In Cao Bang province, this locality requires the cessation of activities for non-specialized commune-level workers under the old model before May 31.

At the same time, complete the plan for arranging, using and resolving regimes and policies before June 30, ensuring objectivity, publicity, transparency, and compliance with regulations.
