On February 6, in Hanoi, the Ministry of Culture, Sports and Tourism organized a national training conference for journalists to propagate the election of National Assembly deputies of the 16th term and the election of People's Councils at all levels for the 2026 - 2031 term.
At the conference, Dr. Nguyen Hai Long - Director of the Delegate Affairs Department, Delegate Affairs Committee, clearly stated the basic steps in the election process; and emphasized the requirements set for information and propaganda activities.
Mr. Long said that according to the structure, the total number of National Assembly deputies of the 16th term is 500 people. With the number of deputies in central agencies being 217 people (43.4%), the number of National Assembly deputies in localities is 283 people (56.6%).
217 central deputies will be divided to provinces and cities. With 283 local deputies, there are 179 deputies, including heads of delegations, deputy heads of delegations and deputies of the Fatherland Front bloc (MTTQ).
Not only leaders of the Fatherland Front, but also representatives of the youth union, Women's Union, Veterans Association, Labor Federation..., delegates representing religious, military, police, courts, procuracies, institutes - schools, businesses... This person said that each province will have a key leader as Head of the delegation (Secretary/Deputy Secretary of the Provincial Party Committee, City Party Committee).
Regarding the new points in the election preparation work this time, Mr. Long emphasized the first time to create voter lists on the VNeID application implemented by the Ministry of Public Security.
Dr. Nguyen Hai Long said that in the past, it was inevitable that a voter was both listed at his place of residence and listed at his current workplace. But with the listing of voters on VNeID, there will be no duplication.
Speaking to orient the information and propaganda work of the election, Deputy Head of the Central Propaganda and Mass Mobilization Commission Dinh Thi Mai clearly stated an important innovation is to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
Accordingly, the election date is set for March 15 - about 2 months earlier than previous elections; shortening the time from the completion of application submission to the election date from 70 days to 42 days.

In particular, the Deputy Head of the Central Propaganda and Mass Mobilization Commission emphasized that for the first time there is a mechanism allowing the National Election Council to proactively adjust the time and guide the organizations in charge of elections when real situations arise, ensuring the progress and effectiveness of election organization.
Regarding standards, structure, and number of National Assembly and People's Council deputies at all levels, according to Ms. Dinh Thi Mai, emphasizing the selection of deputies who meet the standards of qualities, capacity, and political bravery.
In which, not introducing, not including in the list of candidates those who show signs of political opportunism, power ambition; heads of agencies and units that cause corruption, waste, negativity or are being inspected, examined, and concluded by competent authorities to be dishonest.
Ensure reasonable number of delegates working at Party agencies, armed forces, Fatherland Front and increase the number of full-time National Assembly delegates; prioritize reasonable young delegates, intellectuals, and scientists.
