The Government has just issued Decree No. 209/2025/ND-CP amending and supplementing a number of articles of 11 Government Decrees under the state management of the Ministry of National Defense.
Decree No. 209/2025/ND-CP amends and supplements a number of articles of Decree No. 23/2012/ND-CP on specific standards for selecting reserve officer training in the direction of increasing the age of students upon graduation from university, the age of which is not more than 32 (increased by 2 years compared to the provisions of Decree 78/2020/ND-CP).
Professional soldiers, non-commissioned officers preparing for discharge, reserve non-commissioned officers who have held the position of deputy captain or squad officer and equivalent; high school graduates or higher, if lacking, are selected for high school graduation, for ethnic minorities who choose a level of education of grade 7 or higher; the age for professional soldiers is not more than 35, non-commissioned officers preparing for discharge and reserve non-commissioned officers is not more than 30.
Cadres, civil servants, and public employees; age not exceeding 25, for training reserve officers in the medical and pharmaceutical sectors, the age is not more than 40; training for political reserve officers must be party members.
Citizens who have graduated from university or higher, and are not over 35 years old; students who have graduated from university, and are not over 32 years old.
Decree No. 209/2025/ND-CP also amends the order and procedures for registering and managing reserve officers in the direction of shortening the registration time; expanding the registration form via electronic environment; changing the management and reporting level from the district level to the provincial level to suit the authorities at both levels.
For initial registration, within 10 working days from the date the subject specified in Clause 1, Article 9 of this Decree returns to the place of permanent residence or workplace, the employee must bring a letter of introduction and a reserve officer card to register directly or send electronically to the Commune-level Military Command or the Military Command of the agency or organization to register for the reserve officer rank.
In case the agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for organizing the above-mentioned subjects directly or sending them electronically to the Commune-level Military Command at their permanent residence for registration.
From the 25th to the 30th of each month, the Commune Military Command or the Military Command of the agency or organization will compile a list of reserve officers who have registered to report to the Provincial Military Command where the reserve officers are residing, working, and working for management.
For additional registration, within 10 working days from the date the reserve officer has made changes to the registered factors, registered directly or sent electronically to the Commune-level Military Command or the Military Command of the agency or organization for additional registration.
In case the agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for organizing the reserve officers directly or sending them electronically to the Commune-level Military Command at their permanent residence for additional registration.
